Abstract: This article presents the theoretical basis for the historical progress of the social inclusion of people with disabilities in Brazil. There are considerable milestones, mainly emphasizing legal and public order aspects, such as laws, decrees, and amendments. Throughout history, perceptions and understandings of disability have varied between societies. Ways of thinking and behaving about disability change over time and according to historical conditions. The historical review of milestones begins around the 20th century; however, there are older records in historical documents and books of when people with disabilities were segregated from the rest of society, whether for conservative, therapeutic or educational purposes. The following years were still marked by isolation, with constant exclusion following. Historical achievements recently highlight the growing need to give people with disabilities a voice, whether through new laws guaranteeing their rights or through research aimed at making a difference for people with disabilities.
