MANEJO SUSTENTÁVEL DAS ÁGUAS PLUVIAIS NO MEIO URBANO: O CASO DE BRASÍLIA
Este artigo apresenta a evolução dos sistemas de drenagem urbana até o momento atual onde os sistemas de manejo sustentável das águas pluviais passam a ser o paradigma desejável como solução que articule forma urbana e drenagem, com grande evolução nos países desenvolvidos. Os aspectos relativos à legislação de uso e ocupação do solo e ao saneamento básico são analisados para verificar como interagem aspectos técnicos e base normativa. O caso estudado é o Distrito Federal, sua base legal, conceitos e técnicas do planejamento urbano e do manejo das águas pluviais adotados. Como resultado, o exemplo analisado demonstra que a introdução de medidas estruturais e não estruturais de manejo sustentável das águas de chuva é o caminho a ser adotado no enfrentamento dos problemas de alagamentos urbanos, mas ainda existem resistências no âmbito governamental para adoção das soluções não ortodoxas que integrem gestão territorial com soluções de drenagem.

Abstract:
This article presents the evolution of urban drainage systems to the present moment where sustainable urban storm water management systems become the desirable paradigm as a solution that articulates urban form and drainage with great evolution in developed countries. The aspects related to land use and land use legislation and to basic sanitation are analyzed to verify how technical aspects and normative basis interact. The case studied is the Federal District, legal basis and concepts and techniques of urban planning and stormwater management adopted. As a result, the example analyzed shows that the introduction of structural and non-structural measures for the sustainable management of Rainwater is the path to be used in order to cope with the problems of urban flooding, but there is still resistence in the governmental scope to adopt unorthodox methods that integrate territorial management with drainage solutions.
