LUTAS SOCIAIS E GRANDES PROJETOS URBANOS EM BELÉM: AS “FRENTES DOS PREJUDICADOS”
Este trabalho resulta de atividades de extensão e pesquisa realizadas no âmbito do Programa de Pós-Graduação em Serviço Social (PPGSS), vinculado ao Instituto de Ciências Sociais Aplicadas (ICSA), da Universidade Federal do Pará (UFPA), cujo objetivo foi produzir informações capazes de subsidiar os processos de resistência emergentes no âmbito de Grandes Projetos Urbanos (GPU’s) em Belém. Se considerou GPU’s as intervenções urbanísticas que se inscrevem no contexto de territórios “conflituais” (SÁNCHEZ,
2017), provocando impactos socioambientais no cotidiano de vida dos moradores que, de diversas formas resistem aos efeitos produzidos pelos GPU’s em seus territórios. Nesse sentido, este trabalho tem como objetivo analisar as formas de resistência emergentes nesses contextos. Apoiou-se na teoria crítica, cuja análise está centrada em demonstrar os efeitos gerados por intervenções urbanísticas no Brasil com base no planejamento estratégico de cidade, se evidenciando, dentre outros aspectos, que nas áreas circunscritas às bacias hidrográficas da Estrada Nova, Una e Tucunduba, a população residente enfrenta os “desacertos” dos GPU’s, provocando a emergência de lutas e resistências que questionam o modelo de intervenção urbanística adotada historicamente pelo poder público. Tais processos têm gerado práticas sociais em defesa das bacias hidrográficas por meio das “Frentes de Prejudicados” que se organizam em cada bacia hidrográfica, atualizando as formas de luta em Belém.

Abstract:
This work is the result of extension and research activities carried out within the scope of the Postgraduate Program in Social Work (PPGSS), linked to the Institute of Applied Social Sciences (ICSA), of the Federal University of Pará (UFPA), whose objective was to produce information capable of supporting the emerging resistance processes within the scope of Large Urban Projects (GPU's) in Belém. GPU's were considered to be urban interventions that fall within the context of “conflictual” territories (SÁNCHEZ, 2017), causing social and environmental impacts in the daily lives of residents who, from various forms resist the effects produced by the GPU's in their territories. In this sense, this work aims to analyze the forms of resistance emerging in these contexts. It was supported by critical theory, whose analysis is centered on demonstrating the effects generated by urban interventions in Brazil based on strategic city planning, highlighting, among other aspects, that in areas circumscribed to the Estrada Nova, Una and Tucunduba watersheds, the resident population faces the “mistakes” of the GPU's, causing the emergence of struggles and resistance that question the urban intervention model historically adopted by the government. Such processes have generated social practices in defense of the watersheds through the “Frentes de Prejudicados” that are organized in each watershed, updating the forms of struggle in Belém.
