LOGÍSTICA REVERSA DE PNEUS INSERVÍVEIS: ESTUDO DE CASO DO MUNICÍPIO DE TOLEDO-PR
Um dos grandes problemas de cunho ambiental e de saúde pública discutido a nível nacional e internacional é a destinação incorreta dos pneus inservíveis. O objetivo deste trabalho foi contextualizar a logística reversa de pneus inservíveis em Toledo-PR. Para análise do objetivo proposto foram consultados dados oficiais do Ministério Público (MP) e dados estatísticos da Secretaria Municipal do Meio Ambiente (SMMA), além de documentação oficial sobre a problemática dos pneus inservíveis em Toledo-PR entre os anos de 2012 e 2018. A fim de reduzir as situações recorrentes de descarte ilegal de pneus inservíveis no município de Toledo, a Prefeitura Municipal, através da SMMA e parceiros, começou a executar as primeiras reuniões em 2011, junto às empresas fornecedoras de pneus no município, de forma a estimular a organização da logística reversa destes entre as empresas. Sendo assim, por votação, uma das empresas foi escolhida para receber um pagamento mínimo por pneu recolhido e pelo serviço de transporte até Curitiba. A logística reversa começou a mostrar seus primeiros resultados positivos em 2012. Em 2013 houve a participação fundamental do Ministério Público (3ª Promotoria de Justiça da Comarca de Toledo), quando foi construído um Termo de Ajustamento de Conduta-TAC, nos quais foram definidas as responsabilidades específicas da empresa que fazia o recolhimento, armazenamento e transporte dos pneus e as responsabilidades dos órgãos públicos envolvidos. A partir do acordo foi possível observar redução significativa nas situações de descarte ilegal de pneus inservíveis, e desde 2012 até 2018, um total de 563.712 pneus inservíveis (3.612 t) foram destinados adequadamente à reciclagem pela Reciclanip. Desta forma, o estudo demonstra que o poder público tem papel essencial na função de gestor, mediador e apoiador das iniciativas envolvendo a logística reversa de resíduos sólidos, indo muito além do papel fiscalizador.

Abstract:
One of the major environmental and public health problems discussed nationally and internationally is the incorrect disposal of waste tires. The objective of this work was to contextualize the reverse logistics of waste tires in Toledo-PR. In order to analyze the proposed objective, official data from the Public Ministry (MP) and statistical data from the Secretaria Municipal do Meio Ambiente (SMMA) were consulted, as well as official documentation on the problem of waste tires in Toledo-PR between the years 2012 and 2018. In order to reduce the recurrent situations of illegal disposal of waste tires in the municipality of Toledo, the city hall, through SMMA and partners, began to hold the first meetings in 2011, together with tire supply companies in the municipality, in order to encourage the organization of reverse logistics between companies. Therefore, by voting, one of the companies was chosen to receive a minimum payment per collected tire and for the transport service to Curitiba-PR. Reverse logistics began to show its first positive results in 2012. In 2013, the MP was involved, when a Adjustment Term (TAC) was created, in which the specific responsibilities of the company that collected, stored and transported the tires and the responsibilities of the public agencies involved. As a result of agreement, it was possible to observe a significant reduction in situations of illegal disposal of waste tires, and from 2012 to 2018, a total of 563,712 waste tires (3,612 t) were properly sent for recycling by Reciclanip. In this way, the study demonstrates that public power has an essential role of manager, mediation and supporter of initiatives involving the reverse logistics of solid waste, going far beyond the public inspection.
