LIQUIDACIÓN TECNICA FINANCIERA DE OBRAS EJECUTADAS POR LA MODALIDAD DE ADMINISTRACIÓN DIRECTA EN LA MUNICIPALIDAD DISTRITAL DE ASILLO, PUNO- PERU
Las entidades públicas ejecutan obras, y esto a su vez, para su entrega deben ser liquidadas, para su uso e incorporación en el patrimonio de la entidad, y lo exige la contraloría general de la Republica, con el fin de la rendición de cuentas, es decir la conciliación entre lo físico y lo financiero. La investigación tiene como objetivo describir el proceso de la liquidación técnica financiera de las obras ejecutadas por la modalidad de administración directa en la Municipalidad Distrital de Asillo, periodo 2015 – 2018. La metodología que se utilizó fue de tipo cuantitativo descriptivo de corte transversal, de diseño no experimental, en donde se estudió a 17 obras y se encuestó a 22 funcionarios y servidores de la municipalidad, el instrumento de aplicación para la recolección de información fue una encuesta y la guía de revisión documentaria, que estos fueron validados por 01 estadístico y 02 especialistas en el área. Los resultados a que se llegaron fueron de que solo 03 obras fueron liquidadas, 14 obras están con pendientes de liquidación; las principales causas del incumplimiento de la liquidación fueron la inoportuna asignación presupuestal, falta de directiva interna para liquidación de obras y la asignación del personal idóneo para el cargo de liquidaciones y finalmente el incumplimiento de liquidaciones afecta a la gestión municipal. En conclusión, se debe priorizar la gestión de liquidaciones de las obras ejecutadas por la modalidad de administración directa en la Municipalidad Distrital de Asillo, para la mejora de la gestión municipal.

Abstract:
Public entities execute works, and this in turn, must be liquidated for delivery, for use and incorporation into the entity's assets, and is required by the Comptroller General of the Republic, in order to render accounts, that is, the conciliation between the physical and the financial. The objective of the research is to describe the process of the financial technical liquidation of the works executed by the direct administration modality in the District Municipality of Asillo, period 2015 - 2018. The methodology that was used was of a quantitative descriptive cross-sectional type, of non-experimental design, where 17 works were studied and 22 officials and servants of the municipality were surveyed, the application instrument for the collection of information was a survey and the documentary review guide, which were validated by 01 statistician and 02 specialists in the area. The results reached were that only 03 works were liquidated, 14 works are pending liquidation; The main causes of non-compliance with the liquidation were the untimely budget allocation, lack of internal directive for the liquidation of works and the assignment of suitable personnel for the position of liquidations and finally the non-compliance with liquidations affects municipal management. In conclusion, the management of liquidations of the works executed by the direct administration modality in the District Municipality of Asillo should be prioritized, for the improvement of municipal management.
