LIDERANÇAS FEMININAS RURAIS: CONHECIMENTO E ACESSO A POLÍTICAS PÚBLICAS NO TERRITÓRIO DO AGRESTE MERIDIONAL DE PERNAMBUCO
A partir de uma chamada do CNPq,
vinculada ao Ministério do Desenvolvimento
Agrário (atualmente extinto) para seleção de
projetos, originou-se o Núcleo de Extensão
e Desenvolvimento Territorial do Agreste
Meridional de Pernambuco – NEDET sob
o abrigo da Universidade Federal Rural
de Pernambuco/Unidade Acadêmica de
Garanhuns. No corpo do projeto NEDET,
continha a criação de assessorias e dentre elas
atuou a de Gênero, com o objetivo de “apoiar
atividades visando a articulação e promoção da
participação de mulheres rurais nos Colegiados
Territoriais pertencentes ao Programa Território
da Cidadania”, incluindo: mobilização de
mulheres para atividades de formação política
sobre gênero; levantamento de dados e
informações subsidiárias ao monitoramento e
avaliação das políticas públicas efetivadas no
Território. A metodologia adotada primou pela
sensibilização, mobilização e realização de
eventos que envolviam lideranças femininas,
buscando promover empoderamento,
informando sobre direitos e políticas públicas
específicas, a fim de avaliar a pertinência
dessas políticas e o planejamento para o
melhorar o acesso à elas. Para tanto, foram
realizados oito Encontros Municipais e cinco
Territoriais. Durante os encontros foram
efetuadas setenta e duas entrevistas com
as lideranças, tendo para isso o objetivo de
avaliar o conhecimento e o acesso a Políticas
Públicas do MDA, direcionadas para mulheres
rurais. A análise das entrevistas evidencia o
pouco conhecimento sobre políticas públicas
específicas por parte das lideranças femininas,
bem como a dificuldade para acessá-las. Assim,
concluiu-se que a divulgação é insuficiente, o
que torna o acesso difícil às políticas públicas
para mulheres no Território.

Abstract:
Following a call from CNPq,
linked to the Ministry of Agrarian Development
(currently extinct) for project selection, the
Extension and Territorial Development Nucleus
of the Southern Agreste of Pernambuco -
NEDET was born under the shelter of the Federal Rural University of Pernambuco /
Academic Unit of Garanhuns. In the body of the NEDET project, it included the creation
of advisory services and among them, the Department of Gender, with the objective
of “supporting activities aimed at articulating and promoting the participation of rural
women in the Territorial Colleges belonging to the Territory of Citizenship Program”,
including: mobilization of women for gender training activities; data collection and
subsidiary information to the monitoring and evaluation of the public policies carried
out in the Territory. The methodology adopted focused on sensitizing, mobilizing and
holding events that involved women’s leaders, seeking to promote empowerment,
informing about specific public rights and policies, in order to evaluate the pertinence
of these policies and the planning to improve access to them. For that, eight Municipal
and five Territorial Meetings were held. During the meetings, seventy-two interviews
were conducted with the leaders, with the purpose of evaluating the knowledge and
access to MDA’s Public Policies directed at rural women. The analysis of interviews
shows the lack of knowledge about specific public policies by women’s leaders, as
well as the difficulty of accessing them. Thus, it was concluded that there is insufficient
disclosure, which makes access difficult to public policies for women in the Territory
