LE ÉLITE POLÍTICA COLOMBIANA Y EL DEBATE DE LAS REGALÍAS PARA CIENCIA Y TECNOLOGÍA. ¿DISTRIBUCIÓN DE UNA RENTA O DESARROLLO BASADO EN EL CONCIMIENTO?
Las élites tienen acceso a los más altos niveles decisorios del Estado y se amalgaman entorno a un proyecto basado en la coincidencia de propósitos colectivos. El trabajo pretende identificar una parte de ese proyecto: el sentido que las élites políticas manifestaron con respecto a la ciencia, la tecnología y la innovación (CTeI) como mecanismo de desarrollo durante el debate llevado cabo entre 2010 y 2012 en el Senado de Colombia, cuando se creó un fondo en el Sistema General de Regalías destinado para CTeI. Las conclusiones señalan las dificultades para articular un propósito nacional de desarrollo con base en conocimiento. El debate se centró en una disputa de poder entre nación y territorios; el fondo para la CTeI funcionaría sin consideración a la política científica nacional. Emergería una mentalidad de repartición y administración de una renta, tal como en el pasado lo hacían las élites coloniales. Parecería que las regalías no fueron vistas como oportunidad para el desarrollo basado en el conocimiento. El método de investigación usado para develar el discurso de las élites fue el de la Teoría Fundada (STRAUSS y CORBIN, 2002). El método para identificar las élites parte de la teoría elitista de la sociología (PARETO, 1932, PARSONS, 1967, MOSCA, 2004; MILLS, 2005).

Abstract:
Elites have access to the highest decision-making levels of the State. They merge around a project based on the coincidence of collective purposes. The work aims to identify a part of this project: the sense that the political elites expressed regarding science, technology and innovation (CTeI) as a development mechanism during the debate held between 2010 and 2012 in the Senate of Colombia, when they created a General System of Royalties destined for CTeI. The findings point to the difficulties in articulating a national development purpose based on knowledge. The debate was centered on a power dispute between the nation and territories; the fund for CTeI would operate without regard to national science policy. The mentality of rent-seekers would emerge, just as in colonial elites did in the past. It would appear that royalties were not seen as an opportunity for knowledge-based development. The research method used to unveil the discourse of the elites was that of the Grounded Theory (STRAUSS and CORBIN, 2002). The method to identify elites comes from the elitist theory of sociology (PARETO, 1932, PARSONS, 1967, MOSCA, 2004; MILLS, 2005).
