Abstract: Currently, it can be said that society faces important water challenges associated with the availability and quality of the resource, so that the provision of reliable drinking water supply systems and adequate sanitation processes are a responsibility of the state, where all citizens are participants. Therefore, the concern for the design of public policies in the water sector is based on the evidence that the adequate quality of the resource is a factor of special relevance for public health, social equity, economic development and environmental sustainability. However, the development of public policies should be based on knowledge of the problem, as well as the importance of knowing the functions of each of the management actors in order to promote solution strategies. In addition, there must be a strategic planning instrument that sets out the lines of action and guidelines for achieving water security goals. Therefore, this research work, framed in the social sciences and thanks to the participation of a group of water resource management actors, developed a strategic planning that serves as a reference for the establishment of a public policy aimed at water security in the reality of the state of La Guaira, Venezuela. However, the result obtained can be replicated in other states of the country, since the management problem is a common denominator among them.
