LA INNOVACIÓN SOCIAL EN EL MARCO DEL DESARROLLO URBANO SOSTENIBLE: EVALUACIÓN DEL PROYECTO TROPA VERDE EN SANTIAGO DE COMPOSTELA
Los nuevos retos que enfrentan las ciudades obligan a replantearse los mecanismos empleados para asegurar un futuro sostenible. Las instituciones y la sociedad civil en su conjunto comienzan a comprender que objetivos de alta complejidad, como el desarrollo urbano sostenible, solamente son alcanzables a través de la participación y el compromiso de la ciudadanía, en conjunto con estrategias transversales que incorporen a una pluralidad de actores en su implementación. En este contexto, la innovación social se posiciona como un mecanismo eficaz para alentar la participación ciudadana, y promover soluciones a desafíos que las instituciones y las alternativas de mercado no son capaces de abordar por sí solas.
Este artículo evalúa el proyecto Tropa Verde como práctica de innovación social comprometida con la sostenibilidad urbana. Esta evaluación se realiza a partir de una entrevista a la responsable de Desarrollo Económico de la Concejalía de Igualdad, Desarrollo Económico y Turismo del Ayuntamiento de Santiago de Compostela; y el rastreo de noticias y artículos vinculados al proyecto. A partir de esta evaluación, se extraen conclusiones sobre el proceso de implementación y los resultados del proyecto, y se comprueba de qué formas genera una contribución económica, social y ambiental significativa.

Abstract:
The new kind of challenges that cities are facing force them to rethink the mechanisms used to ensure a sustainable future. Institutions and civil society as a whole have begun to understand that highly complex goals, such as sustainable urban development, are only achievable through the participation and commitment of citizens, in connection with transversal strategies which incorporate a plurality of actors in their implementation. In this context, social innovation positions itself as an effective mechanism to encourage citizen participation and to promote solutions to challenges that institutions and market alternatives are not able to to address on their own.
This paper assesses the Tropa Verde project as a social innovation practice commited with urban sustainability. This assessment is made from an interview with the responsible for Economic Development of the Department of Equality, Economic Development and Tourism of the Municipal Government of Santiago de Compostela; as well as by tracking news and articles related to the project. From this evaluation, conclusions about the implementation process and the results of the project are drawn, and the ways in which the latter makes a significant economic, social and enrionmental contribution are identified.
