LA FASE DE PROGRAMACIÓN Y SU INCIDENCIA EN EL PROCESO DE CONTRATACIÓN DE BIENES EN LA UNIVERSIDAD NACIONAL DEL ALTIPLANO
El objetivo del presente estudio es “Determinar cómo incide la fase de programación en el procedimiento de selección en la contratación de bienes de la Universidad Nacional del Altiplano”. Método: La estrategia metodológica optada para lograr el objetivo de estudio fue de enfoque cuantitativo, método deductivo y analítico-descriptivo, diseño de investigación no experimental. Para lo cual, se hizo una exhaustiva revisión de documentos fuente, revisando el total de 156 expedientes de contratación custodiadas por la Oficina de Logística de la Dirección General de Administración y el Sistema Electrónico de Contrataciones del Estado (SEACE), elaborándose cuadros estadísticos reales, de la forma como se desarrolla cada procedimiento de selección. Para conocer la determinación del valor referencial, se realizó un estudio minucioso sobre cuantas fuentes fueron necesarias para su elaboración. En cuanto al personal que conduce los procedimientos de selección o forma parte del comité de selección, se recolecto información sobre su experiencia laboral y el nivel de capacitación para desempeñar la labor que se le encomienda. Resultado. El estudio nos permite afirmar que en la UNA Puno existe una mala programación de necesidades ya que hubo una reprogramación del PAC en 14 versiones con un total de 156 (100%) procedimientos de selección, que en un PAC inicial solo se había contemplado a 63 (39%), incrementando 93 (61%) procedimientos adicionales lo que refleja una deficiente programación de necesidades en la fase de programación perjudicando el cumplimiento de los objetivos y metas institucionales.

Abstract:
The objective of this study is to "Determine how the programming phase affects the selection procedure in the procurement of goods at the National University of the Altiplano." Method: The methodological strategy chosen to achieve the study objective was a quantitative approach, deductive and analytical-descriptive method, non-experimental research design. To this end, an exhaustive review of source documents was carried out, reviewing the total of 156 contracting records kept by the Logistics Office of the General Directorate of Administration and the Electronic System of State Contracting (SEACE), preparing real statistical tables, of the way in which each selection procedure is developed. In order to know the determination of the referential value, a detailed study was carried out on how many sources were necessary for its elaboration. Regarding the personnel that conducts the selection procedures or form part of the selection committee, information was collected about their work experience and the level of training to carry out the work entrusted to them. Result. The study allows us to affirm that in UNA Puno there is a bad programming of needs since there was a reprogramming of the PAC in 14 versions with a total of 156 (100%) selection procedures, which in an initial PAC had only contemplated 63 (39%), increasing 93 (61%) additional procedures, which reflects a poor programming of needs in the programming phase, harming the institutional objectives and goals.
