ISENÇÕES TRIBUTÁRIAS CONFERIDAS POR LEIS DE INICIATIVA PARLAMENTAR: CONSTITUCIONALIDADE ASSENTE QUE PODE, CONTUDO, GERAR PREJUÍZOS AS POLÍTICAS PÚBLICAS, NECESSIDADE DE ANÁLISE PLURALISTICA PELOS LEGISLADORES LOCAIS AO TRATAREM DO TEMA
O presente artigo visa analisar os impactos sociais diretos e indiretos causados pela aprovação e derradeira vigência de leis municipais de iniciativa parlamentar que tratam da revogação ou isenção de tributos vários, sem prévio estudo de impacto orçamentário e financeiro, nem tampouco a análise dos efeitos da reflexa renúncia de receita, e a importância do estudo e orientação de especialistas sobre tais aspectos junto aos legisladores locais antes da apresentação de projetos de lei que tratem da matéria.

Abstract:
This paper aims to analyze the direct and indirect social impacts caused by the approval and ultimate validity of municipal laws of parliamentary initiative that deal with the repeal or exemption of various taxes, without prior study of budgetary-financial impact, nor the analysis of the effects of the reflex. revenue waiver, and the importance of the study and guidance of experts on such aspects with local legislators before the presentation of bills dealing with the matter.
