INVESTIMENTOS EM SAÚDE E EDUCAÇÃO: UM ESTUDO DAS INFORMAÇÕES ORÇAMENTÁRIAS NO MUNICÍPIO DE PAIÇANDU – PARANÁ
Duas das reivindicações que a população brasileira mais tem solicitado por melhorias são os investimentos nas áreas de saúde e educação. Com isso, a presente pesquisa busca responder a seguinte questão: qual a tendência do montante de investimentos em saúde e educação no município de Paiçandu no decorrer dos últimos 5 anos? Para isso, foram coletados dados do município de Paiçandu nos Relatório Resumido da Execução Orçamentária (RREO), disponibilizados nos sites da Secretaria do Tesouro Nacional (STN) e do Tribunal de Contas do Estado do Paraná (TCE-PR) dos anos de 2013 a 2018. A metodologia empregada na pesquisa se qualifica em descritiva, aplicada, com abordagem qualitativa e quantitativa, documental, ex-post facto, indutiva e pesquisa de campo. Com base nas análises realizadas, pode-se observar que os investimentos em saúde apresentaram uma tendência crescente de 2014 a 2017, e em 2018 se identificou uma queda. Quanto aos investimentos em educação verificou que se mantiveram sempre em crescimento no decorrer dos anos analisados. Ainda, constatou-se que, os investimentos em saúde seguiram exatamente a tendência da receita, aumentando de 2014 a 2017 e retraindo em 2018 e os investimentos em educação apresentaram a mesma tendência da receita entre 2014 e 2017, sendo que em 2018 tiveram comportamento diferente, pois houve queda na arrecadação e aumento nos investimentos em educação. Por fim, foi analisado quanto ao cumprimento do mínimo exigido por lei de investimento em cada uma das áreas, neste quesito o município apresentou percentual de investimento acima do mínimo em todos os períodos analisados.

Abstract:
Two of the claims that the Brazilian population most seek for improvements are investments in health and education. With this, a case study seek to answer the question: what is the trend of investment in health and education in Pai municipality over the last 5 years? For that, the data of the municipality were updated in the Summary Report of Budget Execution (RREO), available on the websites of the National Treasury Secretariat (STN) and the Court of Accounts of the State of Paraná (TCE-PR) for the years 2013 to 2018 .The methodology used in the research is qualitative, descriptive, applied, with qualitative and quantitative, documentary, ex-post facto, inductive and field research. Based on the analyzes made, one can see which are the health investments with a growing trend from 2014 to 2017, and in 2018 if a fall is identified. As investments in education have shown that they have always been growing, not over the years. Also, health investments are exactly a trend of revenue, increasing from 2014 to 2017 and contracting in 2018 and investments in education have a same trend of revenue between 2014 and 2017, and in 2018, as there is a drop in collection and investment in education. Finally, it was analyzed the compliance with the plan by investment law in each of the areas, in this questionnaire the municipality presented percentage of investment in relation to the minimum in all the analyzed periods.
