INSTRUMENTOS DE PARTICIPAÇÃO POPULAR INFORMAIS: UMA ANÁLISE DOS CONSELHOS DE POLÍTICAS PÚBLICAS NO MUNICÍPIO DE SOUSA-PB
O estudo analisa os Conselhos Gestores de Políticas Públicas, no município de Sousa-PB, enquanto mecanismos de participação popular direta. Nestes órgãos deliberativos colegiados, os cidadãos são sujeitos ativos, intervindo na gestão da coisa pública, diretamente. Para a realização da pesquisa, utilizaram-se os métodos hermenêutico e histórico, bem como realizou-se a pesquisa bibliográfica e documental. Por meio da investigação, percebeu-se que existem, no município de Sousa-PB, 22 (vinte e dois) Conselhos de Políticas Públicas – apesar de a Lei Ôrganica do Municipal prever apenas 10 (dez), dos quais alguns são mais funcionais e efetivos que outros, a exemplo do Conselho Municipal de Educação que possui uma atuação mais evidente no Município; do Conselho Tutelar que coordena as ações voltadas à proteção da criança e do adolescente; e o Conselho de Assitência Social fomentando aportes aos hipossuficientes. Diante disso, constatou-se que o Município de Sousa atende ao disposto na lesgislação federal dispondo de Conselhos Gestores nas mais diversas áreas de atuação, atendendo às suas finalidades, embora algumas vezes de forma incipiente, especialmente, quanto à publicidade. Contudo, enquanto mecanismos de participação popular põem em destaque o cidadão no centro da gestão pública com feições democráticas por meio dos instrumentos de participação popular informais.

Abstract:
This study analyzes the Management Councils of Public Policies in the town of Sousa, Paraíba State (PB), Brazil, as means of direct popular participation. In these collegiate decision-making bodies, the citizens are active subjects who directly intervene in the management of public affairs. The research was carried out utilizing hermeneutic and historical methods as well as bibliographic and documental research. With the research it was possible to conclude that there are, in the town of Sousa-PB, 22 (twenty-two) Public Policies Councils – although the town’s Organic Law provides only 10 (ten), from which some are more functional and effective than others, for instance, the Municipal Education Council which has a more noticeable action in the town; the Guardianship Council which coordinates the activities regarding to child and adolescent protection and the Social Assistance Council which offers support to the disadvantaged. Therefore, it was found that the town of Sousa meets the requirements established by federal legislation with management councils in various areas of practice which fulfill their purposes, although, at times, in an incipient way, especially when it comes to publicity. Nevertheless, as means of popular participation, they highlight the importance of the citizen in the center of the public management with democratic features, truly acting as informal instrument of popular participation.
