INSTITUCIONALIZAÇÃO DO GABINETE DE GOVERNANÇA E DA GESTÃO POR RESULTADOS NO MUNICÍPIO DE MACEIÓ
O artigo retrata a implantação
do Gabinete de Governança (GGOV) e a
metodologia de Acordos de Resultados, da
Prefeitura de Maceió. A partir de um diagnóstico
institucional e em um contexto de reforma
administrativa municipal, foi instituído o Gabinete
de Governança, órgão de apoio ao Prefeito,
com o objetivo de avaliar, direcionar e monitorar
a atuação da gestão, estruturado em quatro
frentes de atuação: 1) Estratégia e Projetos
Prioritários; 2) Ações Prospectivas; 3) Gestão
de Riscos e Observatório de Desempenho;
e 4) Ouvidoria Cidadã. No tocante ao Acordo
de Resultados, este se constituirá como uma
Avaliação de Desempenho Institucional, sob
coordenação do GGOV, contendo em sua
modelagem a previsão de incentivos, regras
e mecanismos de governança, além de
mecanismos anti-gaming, de transparência, de
controle social e de accountability. A governança
e a gestão por resultados têm sido implantadas
paulatinamente, planejada e articuladamente
na Prefeitura de Maceió e, embora ainda
seja longo o caminho a percorrer para que se
consolidem e promovam os efeitos almejados,
se apresentam com grande potencial de
transformação da Administração Municipal.

Abstract:
The article portrays the
implementation of the Governance Office
(GGOV) and the Maceió City Hall Methodology
of Results Agreements. From an institutional
diagnosis and in a context of municipal
administrative reform, the Governance Office
was created to support Mayor’s decision and
also with the purpose of evaluating, directing
and monitoring the performance of the cabinets
in four main areas: 1 ) Strategy and Prioritizing
Projects; 2) Prospective Actions; 3) Risk
Management and Performance Observatory; and
4) Citizen Ombudsman. Regarding the Results
Agreements, this document will be constituted
as an Institutional Performance Evaluation,
under the coordination of the GGOV, containing
in its modeling the prediction of incentives, rules
and mechanisms of governance, as well as
anti-gaming mechanisms, transparency, social
control and accountability. Governance and
management by results have been gradually
implemented, planned and articulated in the
Municipality of Maceió and, although the long path to be followed in order to consolidate
and promote desirable effects, they present great potential for transformation of the
Municipal Administration.
