INICIATIVA PÚBLICA OU PRIVADA: DILEMAS DA BIBLIOTECA NACIONAL BIM BRASIL
O presente artigo visa investigar a Biblioteca Nacional BIM (BNBIM) do Brasil ponderando as possíveis formas para sua administração - pública ou privada. À época de seu lançamento em novembro de 2018, o extinto Ministério da Indústria, Comércio, Exterior e Serviços (MDIC) era o controlador da plataforma e responsável pelo processo de alimentação, manutenção e suporte da biblioteca. Com a sua extinção a iniciativa passou ao controle do Ministério da Economia. Desta forma, o lançamento da plataforma BNBIM foi e continua sendo uma iniciativa governamental e objetiva mostrar ao mercado, tanto nacional quanto internacional, que a indústria da construção brasileira está em plena evolução, apesar da crise dos últimos anos envolvendo este mercado. O presente trabalho busca responder ao questionamento até que ponto o poder público deve gerir esta plataforma ou, se ao exercer exclusivamente um papel de agente fiscalizador, traria maiores benefícios. Levando em consideração os estudos em BIM, a metodologia utilizada nesta pesquisa combinará a análise de material bibliográfico atualizado de fontes primárias e secundárias com a roteirização e aplicação de entrevistas em campo na expectativa de acessar informações que permitam realizar uma análise crítica das posições que os diferentes atores sociais da Arquitetura, Engenharia, Construção e Operação (AECO) adotam com relação à BNBIM.

Abstract:
This article aims to investigate the BIM National Library (BNBIM) in Brazil
considering the possible forms for its administration - public or private. At the time of its launch in November 2018, the defunct Ministry of Industry, Commerce, Foreign and Services (MDIC) was the controller of the platform and responsible for the library's supply, maintenance and support process. With its extinction, the initiative came under the control of the Ministry of Economy. Therefore, the launch of this platform shows the market, both domestic and international, that the Brazilian construction industry is in full evolution, despite the crisis of recent years involving this market. However, it becomes questionable to what extent the government should administer the portal and what benefits it would bring in a position of oversight. Taking into consideration the studies in BIM, the methodology used in this research will combine the analysis of updated bibliographic material from primary and secondary sources with the scripting and application of field interviews in the expectation of accessing information that will allow us to perform a critical analysis of the positions that the different social actors of AEC adopt in relation to BNBIM. -
