INDICADORES DE SISTEMAS DE ABASTECIMENTO DE ÁGUA: RELEVÂNCIA DO PORTE POPULACIONAL
Os indicadores podem ser
ferramentas úteis para diversos setores. Para
a regulação dos serviços de saneamento eles
possibilitam a comparação entre os serviços
prestados por diferentes regulados. A literatura
reporta que a natureza jurídica e abrangência
dos prestadores dos serviços de abastecimento
de água e esgotamento sanitário podem
influenciar diretamente em indicadores
financeiros, como o custo. Com base nas
informações disponibilizadas pelo Sistema
Nacional de Informações sobre Saneamento
(SNIS) em 2016, referentes a 2014, avaliou-se a
influência do porte populacional dos municípios
no desempenho financeiro e operacional dos
serviços de abastecimento de água em Minas
Gerais. Dentre os 804 municípios de Minas
Gerais com informações disponíveis no SNIS,
selecionou-se os 363 que apresentavam mais
de 90% de dados preenchidos e não anômalos.
Para representar o desempenho financeiro
elegeu-se o indicador de receitas por despesas,
ao passo que o desempenho operacional foi
avaliado pela razão entre o volume de água
distribuída e a quantidade de economias ativas.
Realizando a estatística descritiva e análise de
variância para a amostra de 363 municípios,
verificou-se que, tanto para o desempenho
financeiro como para o operacional, os
municípios de pequeno porte apresentam
desempenhos significativamente menores
que aqueles de médio e grande porte. Nesse
sentido, verificou-se que o porte populacional
é uma variável a ser considerada quando da
comparação entre os serviços prestados em
diferentes municípios, indicando que essas
comparações devem ser feitas entre municípios
de portes semelhantes para que as conclusões
sejam coerentes com as características
inerentes dos municípios.

Abstract:
Indicators can be useful tools for
several sectors. For the regulation of sanitation
services they allow to compare the efficiency
by different regulated service providers. The
literature reports that legal nature and scope of
providers of water supply and sewage services
can directly influence financial indicators, such as cost. Based on the information
provided by the National Sanitation Data System (NSDS) in 2016 – referring to 2014
– it was evaluated the influence of the population size of the municipalities on the
financial and operational performance of the water supply services in Minas Gerais.
Among the 804 municipalities of Minas Gerais with information available in the NSDS,
363 were selected - these municipalities have more than 90% of data filled and not
anomalous. The operational revenues by expenses was chosen to represent the
financial performance, while the operational performance was evaluated by the ratio of
the volume of water distributed and the number of supplied wellings. It was verified by
the descriptive statistics and analysis of variance for the sample of 363 municipalities
that small municipalities present performances significantly smaller than medium and
large municipalities, for the financial as well as the operational performance. In this
sense, it was verified that the population size is a variable to be considered when
comparing the services provided in different municipalities. Furthermore, it indicates
that comparisons should be made between municipalities with similar population size
to obtain consistent conclusions.
