Abstract: The inclusion of deaf people represents an important challenge for the construction of a more accessible and democratic society. This study aims to analyze the advances and challenges related to the inclusion of deaf people in Brazilian society, considering historical, educational, linguistic, and political aspects. This is a qualitative bibliographic study based on the analysis of scientific literature, legislation, and official documents. The discussion addresses the history of deaf education, the importance of Brazilian Sign Language (Libras), public policies, and accessibility in different social contexts. The results reveal significant advances, such as the legal recognition of Libras and the expansion of the rights of deaf people, but also highlight challenges related to professional training, the implementation of public policies, and the overcoming of communication barriers. It is concluded that the inclusion of deaf people requires coordinated actions among the State, institutions, and society, aiming to ensure accessibility, social participation, and respect for linguistic and cultural diversity.
