O presente estudo de caráter

bibliográfico e documental, objetivou investigar

a abordagem do Jornal A República ao Decreto

Nº 31 de 29 de janeiro de 1890, o primeiro

referente a organização das escolas públicas

primárias, do Instituto Paranaense e da Escola

Normal do Paraná, no período da República.

Buscou descrever resumidamente a função dos

artigos do documento e argumentar a respeito

da importância da imprensa como fonte de

pesquisa. Questionou-se: qual o posicionamento

assumido pelo Jornal paranaense A República

em relação ao Decreto Nº 31 de 29 de janeiro

de 1890? Após o estudo, foi possível afirmar

que, o periódico concebe de maneira negativa

seus artigos, criticando especialmente a

administração da taxa escolar e a condição dos

professores das cadeiras contratadas. Não se

sabe ao certo se o julgamento está associado

ao posicionamento político dos proponentes do

Decreto, ou se trata de uma “imparcial” avaliação

do texto referente ao novo regulamento,

contudo, é possível admitir que consideram o

projeto completamente equivocado e em pleno

desacordo com as demandas da instrução

paranaense

Abstract:
The present bibliographic and

documentary study aimed to investigate the

approach of the A República Journal to the

decree No. 31 of January 29th, 1890, the first

reference to the organization of the primary

public schools, the Paraná Institute and the

Normal School of Paraná, during the period of

A Republica. It sought to briefly describe the

function of the articles in the document and to

argue about the importance of the press as a

source of research.The position assumed by

the A Republica Journal in relation to decree No.

31 of January 29, 1890 was questioned. After

the study, it is possible to affirm that the journal

negatively conceived the sections of the decree,

especially criticizing the administration of the school fee and the terms of the teachers

of the contracted vacancies. However, It is not clear whether the judgment is linked

to the political position of the proponents of the decree, or whether it is an “unbiased”

evaluation of the text concerning the new regulation, but it is possible to admit that

they consider the project completely wrong and in complete disagreement with the

demands of the Parana State education
