A pesca artesanal da Península Valdés, Argentina, representa uma atividade produtiva relevante na região, com características culturais, sociais e econômicas diferenciadas. O governo local criou um Cluster de Pesca Artesanal e Maricultura em meados de 2014 como uma iniciativa de desenvolvimento sustentável para o setor. Neste trabalho é feita uma análise da implementação do Cluster como estratégia de desenvolvimento territorial. As lições da experiência indicam que o Cluster não era o instrumento adequado para a realidade produtiva do setor.

Abstract:
The artisanal fishery of Península Valdes, Argentina, represents a relevant productive activity in the region, with cultural, social and economic distinctive characteristics. The local government created a Cluster of Artisanal Fishing and Mariculture in mid-2014 as a sustainable development initiative for the sector. An analysis of the implementation of the Cluster as a territorial development strategy is conducted in this paper. Lessons from the experience indicate that the Cluster was not the adequate instrument for the productive reality of the sector.
