Abstract: This paper aims to investigate the implementation of Brazilian public policies through the lens of top-down theory. To this end, a literature review is conducted, and a research design is developed based on Qualitative Comparative Analysis (QCA), utilizing cases from the 2025 Report on Audits of Government Policies and Programs (RePP 2025), a document prepared by the Federal Court of Accounts (TCU). The analysis revealed that clear and consistent objectives, along with a legally structured implementation process, constitute necessary conditions for higher levels of efficiency, efficacy, and/or effectiveness in public policies. It was also found that successful cases fall into two distinct sets: technical solutions, which emphasize proper planning, and sociopolitical solutions, which value the capacity of implementing actors and the support of interest groups. The optimal choice of solution depends on the nature of the public problem being addressed. Regarding future research, it is suggested that the empirical and theoretical findings be applied to different types of studies, such as more specific case studies and statistical analyses.
