IMPACTO DAS POLÍTICAS PÚBLICAS E DE EXTRAFISCALIDADE NO DESENVOLVIMENTO SUSTENTÁVEL DA AGRICULTURA FAMILIAR: ESTUDO DE CASO DE UM SISTEMA DE ENERGIA SOLAR FOTOVOLTAICA NA COMUNIDADE REMANESCENTE QUILOMBOLA MANOEL CIRIACO DOS SANTOS
Com intuito de fomentar a produção energética sustentável no âmbito da agricultura familiar e buscar um menor impacto ao meio ambiente, a União, os Estados e Municípios têm gradativamente desenvolvido políticas públicas engajadas no incentivo à utilização de energias renováveis que integram a geração distribuída e o campo. Observa-se que o Brasil possui excelentes índices de irradiação solar para a geração de energia elétrica fotovoltaica, seja centralizada ou distribuída, garantindo bom potencial produtivo para sua aplicação em todo o país. Além disso, a agricultura familiar vem caminhando no sentido da modernização tecnológica e, portanto, o processo de geração de energia por fonte solar fotovoltaica tem sido utilizado por muitos agricultores. A pesquisa teve como objetivo avaliar o impacto da tecnologia fotovoltaica no desenvolvimento sustentável da agricultura familiar, em especial da Comunidade Remanescente Quilombola Manoel Ciriaco dos Santos. Assim, o presente trabalho utilizou-se do método dialético, com pesquisas bibliográficas, caracterizando uma pesquisa qualitativa e descritiva. A Comunidade vem sentindo os resultados, os quais caminham para um desenvolvimento sustentável mais integrado a natureza e humano. Concluiu-se que as ações de políticas públicas e de extrafiscalidade pelos entes federativos estão auxiliando no crescimento da utilização da energia solar fotovoltaica na agricultura familiar.

Abstract:
In order to promote sustainable energy production in the context of family farming and seek less impact on the environment, the Union, States and Municipalities have gradually developed public policies engaged in encouraging the use of renewable energy that integrate distributed generation and the field. Brazil has excellent solar irradiation rates for the generation of photovoltaic electric energy, whether centralized or distributed, ensuring good productive potential for its application throughout the country. In addition, family farming has been moving towards technological modernization and, therefore, the process of energy generation by solar photovoltaic source has been used by many farmers. The research aimed to evaluate the impact of photovoltaic technology on the sustainable development of family farming, especially the Remaining Quilombola Community Manoel Ciriaco dos Santos. Thus, the present work used the dialectical method, with bibliographic research, characterizing a qualitative and descriptive research. The Community has been feeling the results, which are moving towards sustainable development that is more integrated with nature and human. It was concluded that the actions of public policies and extrafiscality by the federal entities are helping to increase the use of photovoltaic solar energy in family farming.
