IMPACTO CONSTRUTIVO NO ENTORNO DE BENS HISTÓRICOS. CASO DO CENTRO DE FORTALEZA-CE
O presente trabalho analisa o efeito
da potencial produção imobiliária (a partir da
análise da Lei de Uso e Ocupação do Solo de
2017 (LUOS), Plano Diretor Participativo de
Fortaleza de 2009 e Instrução de Tombamento)
na transformação da paisagem urbana, em
especial na influência que exercem sobre a
paisagem de entorno de bens tombados. Como
objeto de estudo foi usado o centro histórico
do município de Fortaleza e o entorno do
Conjunto Arquitetônico do Colégio da Imaculada
Conceição, Igreja do Pequeno Grande, Escola
Jesus, Maria e José e Escola Estadual Justiniano
de Serpa para a experimentação. O resultado
obtido através de simulações computacionais
do ambiente construído no entorno desses bens
permitiu verificar os contrastes e as influências
dos novos edifícios na paisagem dos bens
tombados, questionando o dever do estado
de assegurar e proteger, com instrumentos
urbanísticos, não somente o edifício, mas todo o
conjunto que compõe o ambiente tombado.

Abstract:
The present work analyzes the
effect of real estate enhancement (LUOS),
Participatory Master Plan of Fortaleza 2009 and
Tumbamento Instruction) in the transformation of
the urban landscape, especially in the influence
on the surrounding environment of fallen assets.
The historical center of the city of Fortaleza and
the Architectonic of the School of the Immaculate
Conception, the Church of the Little Great, the
School of Jesus, the School of Mary and Joseph
and the Justinian State School of Serpa were
used for an experiment. The bored out from
computational simulations of environment built in
the entourted of the goods allowed the contrasts
and the influences of new buildings in the earth
of the goods tumbles, questionating the duty of
state and ensure, with instrumental urbanistic,
not only or building, but everything the set that
makes up the fallen environment.
