IDEOLOGIA E PRODUÇÃO HABITACIONAL NO ESTADO CAPITALISTA: moradias populares (verticais) produzidas no Setor Oeste da cidade de Uberlândia-MG
Este trabalho tem por objetivo
analisar as consequências das políticas
públicas de financiamento imobiliário do
Governo Federal na organização do espaço no
Setor Oeste da cidade de Uberlândia entre os
anos de 2009 e 2013. A questão da habitação
social na cidade moderna está diretamente
relacionada à lógica do capital, com o Estado
servindo aos interesses da classe dominante
na definição de políticas públicas de habitação.
Vê-se, portanto, à produção de habitações
em série e sem nenhuma preocupação com a
qualidade da mercadoria que será entregue à
população. No Brasil, guardadas as exceções,
a política de Estado para a habitação social
sempre foi pautada nesta lógica econômica em
detrimento do social, como procurou demonstrar
esta pesquisa. Para a realização deste trabalho
foram utilizadas bibliografias diversas, pesquisa
de campo, registro fotográfico e análises de
imagens de satélite. O trabalho encontra-se
divido em três tópicos: a cidade moderna: a
lógica do capital na estruturação do espaço
urbano; habitação urbana e políticas públicas
de financiamento imobiliário no Brasil; e, o
Setor Oeste de Uberlândia-MG: condomínios
(verticais) populares sob a égide do capital.

Abstract:
The objective of this study is to
analyze the consequences of public policies for
real estate financing by the Federal Government
in the organization of space in the West Sector
of the city of Uberlândia between 2009 and
2013. The issue of social housing in the modern
city is directly related to the logic of capital, with
the state serving the interests of the ruling class
in the definition of public housing policies. It is
therefore seen to the production of housing in
series and without any concern with the quality
of the merchandise that will be delivered to the
population. In Brazil, excepted, the state policy
for social housing has always been based on this
economic logic to the detriment of the social, as this research sought to demonstrate.
For the accomplishment of this work we used diverse bibliographies, field research,
photographic record and analysis of satellite images. The work is divided into three
topics: the modern city: the logic of capital in the structuring of urban space; urban
housing and public real estate financing policies in Brazil; and, the Western Sector of
Uberlândia-MG: condominiums (vertical) popular under the aegis of capital.
