HIGIENE PÚBLICA E A INSPEÇÃO DA INSTRUÇÃO NA PROVÍNCIA DO RIO DE JANEIRO (1861-1873)
O presente trabalho se configura em uma pesquisa histórico-documental e tem por objetivo investigar aspectos da vida e da atuação profissional de Thomaz Gomes dos Santos durante o período de sua gestão na Diretoria da Instrução da província do Rio de Janeiro, entre os anos de 1861 e 1873, tendo como fonte de estudo doze Relatórios da Diretoria da Instrução Pública produzidos por ele e apresentados anualmente à Assembleia Legislativa da província fluminense. Thomaz encarnava as características dos homens que ocupavam a estrutura jurídica, política e administrativa do Império brasileiro. Dessa maneira, a análise da sua trajetória (acadêmica e profissional) articulada com a leitura mais atenta da sua escrita oficial permite uma maior compreensão do entrecruzamento entre a esfera profissional e a política naquele período. Em seus relatos oficiais, é possível perceber a temática que acompanhava a grande problemática da Diretoria da Instrução da Província do Rio de Janeiro, na segunda metade do século XIX. É possível identificar o lugar social e acadêmico que informava a sua descrição da realidade da instrução escolar: as questões higiênicas ligadas à saúde de uma forma geral. Não é fortuito, posto que Thomaz foi membro titular do Imperial Instituto Médico Fluminense e também professor de higiene pública da Faculdade de Medicina do Rio de Janeiro. Sua formação marcaria seu olhar sobre a sociedade e, também, sobre a instrução.

Abstract:
This work is the result of a historical-documental research and aims at investigating aspects of the life and professional history of Thomaz Gomes dos Santos during his management of the Directory of Instruction in the province of Rio de Janeiro, between 1861 and 1873. The sources of study were twelve Reports of the Directory of Public Instruction produced by him and presented annually to the Legislative Assembly of the province of Rio de Janeiro. Thomaz embodied the characteristics of the men who were part of the legal, political and administrative structure of the Brazilian Empire. Therefore, the analysis of his academic and professional trajectory associated with a closer look at his official writing enables a greater understanding of the connection between the professional and political spheres in that time. In his official reports, it is possible to see the theme that used to accompany the great problematics regarding the Directory of Instruction in the province of Rio de Janeiro, on the second half of the 19th century. It is possible to identify the social and academic place that he expressed in the way he described the reality of school instruction: hygiene issues related to health in general. That was not fortuitous, since Thomaz was a full member of the Empire Medical Institute of Rio de Janeiro and a teacher of public hygiene at the Medical School of Rio de Janeiro. His academic background would impact on his view on society and, also, on instruction.
