HÁ EQUIDADE NA DISTRIBUIÇÃO DO SERVIÇO ODONTOLÓGICO NA ATENÇÃO PRIMÁRIA?
As políticas públicas de saúde
brasileiras foram marcadas pela exclusão
social, especialmente a saúde bucal. Apesar da
criação do Sistema Único de Saúde no Brasil,
em 1988, e regulamentado pelas Leis Orgânicas
da Saúde, apenas em dezembro de 2000, o
Ministério da Saúde incluiu a saúde bucal de
forma estruturada no sistema, através das
Equipes de Saúde Bucal na Estratégia Saúde
da Família. Em 2004, houve a publicação da
Política Nacional de Saúde Bucal. Em 2010,
foram criadas as Redes de Atenção à Saúde
exercendo assim um sistema poliárquico dos
níveis de complexidade de atenção. No entanto,
a atenção primária não se torna apenas um nível
de atenção, mas o centro integrador dessas
redes e a porta de entrada principal do sistema.
O objetivo do estudo foi distribuir espacialmente
as unidades de saúde com serviço odontológico
público do município de Ponta Grossa/PR, Brasil.
Para isso, a base cartográfica do perímetro
urbano dos limites dos bairros foi retirada do
Instituto de Pesquisa e Planejamento Urbano
de Ponta Grossa. Para o georreferenciamento
foi utilizado o programa QGIS versão 2.18. O
município conta, em 2018, com 49 unidades de
saúde na zona urbana, sendo 36 com presença
de Equipes de Saúde Bucal. A distribuição
espacial demonstrou distribuição homogênea,
sem presença de serviço odontológico público
no bairro ‘Centro’ e presente em áreas mais
isoladas, mesmo com menor contingente
populacional. O município apresentou
distribuição espacial das unidades de saúde
atendendo o princípio da equidade. Devido à
facilidade no uso do georreferenciamento e sua
vasta aplicabilidade, como análise situacional,
planejamento na oferta de serviços e orientação
da população, o mapeamento dos serviços de
saúde é incentivado em outros municípios como
estratégia de promover o acesso equitativo dos
seus serviços de saúde.

Abstract:
The Brazilian public health policies were marked by social exclusion,
especially oral health. Despite the creation of the Brazilian Unified Health System in 1988,
and regulated by the Organic Health Law, only in December 2000, the Ministry of Health
included oral health in a structured form in the system, through the Oral Health Teams
in the Family Health Strategy. In 2004, the National Oral Health Policy was published.
In 2010, Health Care Networks were created, thus exercising a polyarchic system of the
levels of attention complexity. However, primary care does not become just a level of
attention, but the integrative center of these networks and the system’s main gateway.
The purpose of the study was to spatially distribute health units with public dental
services in the city of Ponta Grossa / PR, Brazil. Therefore, the cartographic base of
the urban perimeter of the neighborhood boundaries was taken from the Research and
Urban Planning Institute of Ponta Grossa. For the georeferencing, the QGIS program
version 2.18 was used. The municipality counts, in 2018, 49 health units in the urban
zone, 36 of which are attended by Oral Health Teams. The spatial distribution showed
a homogeneous distribution, with no public dental service in the ‘Centro’ neighborhood
and present in more isolated areas, even with a smaller population contingent. The
municipality presented a spatial distribution of the health units complying with the
principle of equity. Due to the easy use of georeferencing and its wide applicability, such
as situational analysis, planning service offers and population orientation, mapping of
health services is encouraged in other municipalities as a strategy to promote equitable
access to their health services.
