Abstract: In Brazil, unequal urbanization generated social disparities, especially in the Northeast. Teresina is the capital of Piauí and has inequities even with good development indicators. The IGM-CFA index emerged with the purpose of evaluating and assisting municipal management aiming at good management practices and reduction of inequities, but it is underutilized. Thus, this paper sought to know the historical series of the IGM-CFA and its dimensions in Teresina-PI through a quantitative, observational and descriptive-analytical study on the evolution of the IGM-CFA in Teresina from 2017 to 2023, comparing it with the equivalent series in Brazil and Piauí. In addition, theories of public administration that would justify the evolution of these series were searched in the literature. The IGM-CFA index and its dimensions presented higher values for Teresina in relation to Brazil and Piauí, but in 2021 the indices fell more 11ª Edição 2024 | 29 e 30 de novembro de 2024 Fortaleza, Ceará (Região Nordeste) intensely in Teresina. There was a strongly positive correlation in the management dimension of Teresina with Brazil and Piauí, signaling homogeneity of the current model of Public Administration among the federated entities. At the end of the series, there was a positive trend in the curves. The findings reinforce the inefficiency of the neoliberal model, reinforce the new public management and introduce the resilience aspect in the indicators of public administration. Teresina has good management practices by the IGM-CFA, but its financial dimension is its main current problem. It was concluded, therefore, that Teresina has good practices of public management, is recovering in the aspect of performance, finance and management and its indicators are in the recovery phase.
