GOVERNANÇA E DESENVOLVIMENTO TERRITORIAL: PERCEPÇÃO DOS ATORES EM RELAÇÃO À PARTICIPAÇÃO NOS CONSELHOS E PROJETOS NO LITORAL PARANAENSE
A abordagem do desenvolvimento territorial no meio rural e as dinâmicas territoriais nele envolvidas geralmente está baseada em relações entre os seus principais atores. O objetivo do trabalho é apresentar algumas considerações sobre a participação dos atores em conselhos no Litoral do Paraná. Para a obtenção dessas informações, foram utilizadas técnicas de natureza qualitativa, as quais se desenvolveram através de estudo de caso. A coleta de dados foi feita principalmente por meio de entrevistas, realizadas com líderes, dirigentes ou técnicos das organizações que atuam no meio rural do litoral paranaense. Após a sua análise, observou-se que há uma grande dificuldade de encontrar pessoas dispostas a integrar e participar efetivamente dos conselhos, projetos ou mesmo de reuniões. Conclui-se, levando em consideração os elementos teóricos e empíricos envolvidos na questão da governança territorial local, que as organizações públicas e os conselhos estão distantes das condições tidas como necessárias para a implementação de uma participação efetiva voltada ao desenvolvimento territorial.

Abstract:
The approach of territorial development in rural areas and as territorial dynamics are often used in relations between the main actors. The objective of this paper is to present some considerations about the participation of the actors in councils in the Paraná Coast. To obtain this information, qualitative techniques were used, such as those developed through the case study. Data collection was mainly done through interviews with leaders, leaders or technicians of organizations operating in the rural coast of Paraná. After your analysis, use a great deal of difficulty finding people willing to effectively integrate and participate in councils, projects or even meetings. Concluded, taking into consideration the theoretical and empirical elements involved in the issue of local territorial governance, which, like the public and the councils, are far from the conditions considered as required for the execution of an effective participation focused on territorial development. -
