Abstract: The integration of Artificial Intelligence (AI) into the Federal Public Service (FPS) aligns with the pressing demands for administrative efficiency and the ethical and social challenges inherent to Public Administration. In this regard, this research analyzes the complexity of the federal public service within the context of digital transformation and its impacts on the quality of service delivery to citizens. The theoretical framework is grounded in the guidelines of the Brazilian Artificial Intelligence Strategy (Estratégia Brasileira de Inteligência Artificial — EBIA) and the Digital Government Strategy, examining the impacts of Natural Language Processing (NLP) and predictive and generative technologies on the reconfiguration of the relationship between the State and the fulfillment of society's demands. Methodologically, the study adopts a qualitative and exploratory approach, drawing on a triangulation of technical documents produced by IPEA, ENAP, CGU (Controladoria-Geral da União), and MGI (2017–2025), in conjunction with current scientific literature. The analytical evidence points to a scenario of deep institutional inequality: initiatives such as the Alice robot, developed by the CGU, have yielded significant gains in control and transparency; however, the implementation of artificial intelligence across many institutions reveals persistent organizational and structural barriers. In this sense, a "two-speed government" is observed, in which technological innovation contrasts sharply with institutions characterized by the absence of procedural standardization, budget cuts, and gaps in civil servants' capacity building. The research demonstrates that the influence of intelligent technology, in isolation, proves insufficient for the democratization and excellence of public services, which require the consolidation of a well-managed and structured algorithmic governance framework — one that ensures technical transparency, rigorous compliance with the General Data Protection Law (LGPD — Lei Geral de Proteção de Dados), and continuous auditing, thereby safeguarding modernization in alignment with the principles of legality and human dignity.
