Abstract: Ecuador, as part of the member states of The United Nations Organization, committed to executing the 2030 Agenda for Sustainable Development, with the aim of protecting the planet and improving the quality of life of the world's inhabitants. This agenda includes 17 objectives that must be achieved through the design, execution, monitoring and evaluation of public policies adjusted to each of the guidelines proposed to fulfill them. The Organic Code of Territorial Planning in Ecuador establishes the political-administrative organization of the State in the territory, consequently, the Decentralized Autonomous Governments are established. The objective of this research is to determine the way in which the local government regime, within the framework of its constitutional powers and powers, has been responsible for promoting an optimal scenario for sustainable local development in the territory where the population lives. montubia. To achieve the objective, a methodological design with an exploratory, descriptive and explanatory scope, of a documentary type with a mixed approach, is used. In the first instance, this research is based on the review of the literature on the cultural environment of this population and the current legal regulations; followed by the statistical analysis of the reports presented by the National Institute of Statistics and Censuses in relation to the number of Montubio inhabitants of the Ecuadorian coast in the 2010 Population and Housing Census. It should be noted that among the substantive theories used, the concepts of territory are considered; Montubio towns; public politics; sustainable and sustainable development; and, development economics at the local level. This demonstrates the responsibility that local governments have regarding the poor sustainable local development of the Montubio people of the Ecuadorian coastal region and proposes alternatives to influence it more effectively, leaving the path behind for future lines of research.
