GESTÕES ARBITRÁRIAS E FINANCIAMENTOS INSUFICIENTES: AS OCUPAÇÕES DE ESCOLAS COMO UMA RESPOSTA
Este artigo é resultado do desenvolvimento do trabalho apresentado no VI Seminário da ANPAE-RJ, com o título de “GESTÕES ARBITRÁRIAS E FINANCIAMENTOS INSUFICIENTES: AS OCUPAÇÕES DE ESCOLAS COMO UMA RESPOSTA”. Este artigo procura desenvolver os tópicos abordados no resumo expandido, de forma a detalhar o processo de ocupação, suas formas de atuação política e de organização. Nosso objetivo é pensar de que formas as ocupações de escolas responderam aos dois fatores enunciados no título: a gestão arbitrária - evidenciada em entrevistas feitas com os ocupantes - e o financiamento insuficiente - traduzido pela PEC 241 e Reforma do Ensino Médio. A partir dessas respostas, busco refletir sobre de que forma as mesmas evidenciam o que os secundaristas desejam como alternativas para o Ensino Médio atual, buscando contribuir com o debate sobre espaço escolar, juventude e Ensino Médio. Como objetivo secundário, pensar de que forma as ocupações brasileiras de 2016 mostram um progresso da juventude em relação à seu protagonismo político no campo educacional. Para tal, utilizo sete entrevistas feitas com ocupantes, levantamento bibliográfico, e minha empiria enquanto participante da ocupação.

Abstract:
This article is the result of the development of the work presented at the VI ANPAE-RJ Seminar, entitled “ARBITRARY MANAGEMENT AND INSUFFICIENT FINANCING: THE OCCUPATIONS OF SCHOOLS AS AN ANSWER”. This article seeks to develop the topics covered in the expanded summary, in order to detail the occupation process, its forms of political action and organization. Our objective is to think in which ways the occupations of schools responded to the two factors mentioned in the title: arbitrary management - evidenced in interviews with occupants - and insufficient funding - evidenced by PEC 241 and High School Reform. From these answers, I seek to reflect on how they show what high school students want as alternatives for current High School, seeking to contribute to the debate on school space, youth and high school. As a secondary objective, think about how the Brazilian occupations in 2016 show a progress of youth in relation to their political protagonism in the educational field. For this purpose, I use seven interviews carried out with occupants, a bibliographic survey, and my empiria as a participant in the occupation.
