GESTÃO PÚBLICA E TERRITORIALIDADES: O CASO DO CONSÓRCIO PÚBLICO REGIONAL DE SANEAMENTO BÁSICO DO ALTO OESTE POTIGUAR
Este artigo se propõe a analisar aspectos relacionados a gestão de
políticas públicas, em específico as de saneamento básico, sob a ótica da formação
de novos desenhos territoriais, levando a constituição de entidades gestoras.
Apresenta-se o caso do Consórcio Público Regional de Saneamento Básico do Alto
Oeste Potiguar, que resultou de uma dinâmica territorial. Para melhor compreendêlo,
são apresentados conceitos e proposições teóricas, que explicam questões
relacionadas as políticas públicas e territorialização. O objetivo é compreender esse
movimento dinâmico que é a territorialidade e como ela surge nesse contexto. A
metodologia utilizada será exploratória, a partir de uma abordagem qualitativa, tendo
por base os conteúdos bibliográficos e documental, esta porque levará ao
conhecimento do processo que se desenvolveu na região que resultou na formação
do Consórcio e aquela visto a necessidade de conhecer o que já existe produzido
sobre o assunto. Em complemento, far-se-á uma exposição sobre a regionalização
que levou a constituição do Consórcio.

Abstract:
This article proposes to analyze aspects related to the management of
public policies, specifically those of basic sanitation, from the perspective of the
formation of new territorial designs, leading to the constitution of management
entities. We present the case of the Regional Public Consortium of Basic Sanitation
of the Potiguar High West, which resulted from a territorial dynamics. To better
understand it, theoretical concepts and propositions are presented, explaining issues
related to public policies and territorialization. The objective is to understand this
dynamic movement that is territoriality and how it emerges in that context. The
methodology used will be exploratory, based on a qualitative approach, based on
bibliographic and documentary content, because it will lead to the knowledge of the
process that has developed in the region that resulted in the formation of the
Consortium and that seen the need to know what already Exists on the subject. In
addition, there will be an exhibition on the regionalization that led to the constitution
of the Consortium.
