Abstract: This article critically analyzes the relationship between democratic management, the Pedagogical Political Project (PPP), and educational quality indicators, with emphasis on the Basic Education Development Index (IDEB), based on the reality of two municipal schools in Salvador, Bahia. The study, qualitative and quantitative in nature, was based on documentary analysis, questionnaires applied to education professionals, and on-site observations. The evidence points to significant differences between the institutions, highlighting that the consolidation of democratic practices and the strengthening of the PPP directly influence school performance and organizational culture. The article discusses the challenges of implementing democratic management in contexts of structural inequalities, reflecting on the role of the PPP as an instrument of social transformation and proposing recommendations for public policies to strengthen the quality of basic education.
