GESTÃO DE RISCOS COMO POLÍTICA PÚBLICA PRIORITÁRIA NA REGIÃO DO GRANDE ABC
Nos últimos anos houve, nas grandes cidades, um aumento do número
de ações referentes à percepção e análise dos riscos geológicos decorrentes da
incidência de chuvas onde há precariedade habitacional. Porém, mesmo com os
avanços trazidos pela Política Nacional de Proteção e Defesa Civil, ainda existem
questões que precisam ser articuladas e solucionadas nos municípios, para tornalos,
de fato, resilientes. Na Região do Grande ABC paulista, muitos foram os
avanços na Gestão Regional de Riscos Urbanos, no que tange ao monitoramento e
ações preventivas desenvolvidas pelo Consórcio Intermunicipal Grande ABC,
entidade pública que articula os sete municípios. Este artigo visa apresentar
algumas destas ações que tem caráter inédito, que avançam no sentido da
implementação da Lei 12608/12.

Abstract:
In the last years there has been, in large cities, an increase in the
number of actions related to the perception and analysis of geological risks arising
from rainfall where there are housing precariousness. But even with the advances
brought by the National Policy on Protection and Civil Defense, there are still issues
that need to be articulated and resolved in the cities, to make them indeed resilient.
In the Greater ABC Region, there have been many advances in Regional Urban Risk
Management, with respect to monitoring and preventive actions developed by
Consórcio Intermunicipal Grande ABC, a public entity that articulates the seven
municipalities. This article presents some of these actions that have unprecedent
nature, advancing towards the implementation of Law 12608/12.
