GESTÃO DE CIDADES COM BASE NAS REFERÊNCIAS CULTURAIS
A redemocratização do Brasil e a Carta Constitucional de 1988 abriram novas perspectivas para a construção de políticas públicas participativas e promoveu a ampliação da autonomia do município como ente federativo. Esse processo alterou o papel das cidades e gerou a necessidade de reflexão sobre novas formas de planejamento e de gestão pública com base nas potencialidades e nas singularidades dos municípios sem, contudo, fragilizar a integração com o regional, o nacional e o global. Ao ter que assumir a liderança desse movimento, o município precisa ampliar sua capacidade de dialogar com as necessidades da comunidade e de articular com os demais entes de maneira a fortalecer suas bases. Para realizar com eficiência esse novo papel, é primordial que o município conheça e reconheça suas referências culturais, não mais somente como registro das identidades, mas, sobretudo, como instrumento de gestão da cidade. Diagnosticar a realidade presente passa pelo estudo das relações passadas, o comportamento social do lugar, as explicações dos indicadores que não são autônomos, ou seja, refletem ou refratam condições postas ao longo do tempo. Igualmente, este percurso precisa se dar amarrado a um referencial teórico metodológico que nivele uma base de análise e recomende estratégias de planejamento, diretrizes e propostas coesas a um modelo estabelecido de cidade.

Abstract:
The Brazil’s redemocracy and the Constitutional letter of 1998 have opened new perspectives for the construction of participative public policies and have promote the enlargement of the county’s autonomy as a federative entity. This process has transformed the role of the cities and generated the need for reflection about new of public planning and management based on the potentialities and singularities of the cities without, however, weaken the integration with what is regional, national and global. By having to take the leadership of this movement, the county needs to enlarge your capacity of dialogue with the needs of the community and of articulate with the other entities in a way of strengthen your bases. For realizing with efficiency this new role, it’s primordial that the county knows and recognizes your cultural references, not only as a register of identities, but especially as a tool for the management of the city. Diagnose the present reality goes by the study of the past relations, the place’s social behavior, the explanations of the indicators that are not autonomies, in other words, reflect and refract the conditions put over time. Equally, this route needs to be tied to a methodological theoretical referential which levels a base of analysis and recommend strategies of planning, cohesive guidelines and proposes to an established model of city.
