GERENCIAMENTO DE PROJETOS COMO INSTRUMENTO NA CONSTRUÇÃO DA INFRAESTRUTURA URBANA
A expansão da economia entre
os anos 2003 e 2014 ensejou uma entrega
significativa de infraestrutura urbana - produção
da indústria da construção civil - nas cidades
brasileiras em resposta, principalmente, à
demanda gerada a partir dos grandes eventos
esportivos realizados no país, como a copa
do mundo, em 2014, e os jogos olímpicos do
Rio de Janeiro, em 2016. O presente estudo
pretende investigar se é possível, a partir das
experiências recentes no gerenciamento de
projetos de infraestrutura, particularmente na
sua face de gestão de stakeholders, utilizar
de forma crítica e a favor da produção de uma
cidade includente, o saber técnico incorporado
na gestão de projetos como sistema de gestão
e para tanto se propõe a compreender o
caminho institucional percorrido na construção
da infraestrutura urbana de forma a viabilizar
o empoderamento do lado sociedade dentre
os stakeholders do sistema. A estratégia de
investigação adota três recortes analíticos, a
saber, (i) o contexto socioeconômico e político
em que ocorrem os movimentos de produção
da infraestrutura; (ii) o uso da infraestrutura na
construção da imagem de cidade compatível
com o arcabouço ideológico dominante e (iii) o
modus operandi, tipicamente capitalista, como
se opera e implementa a gestão dos projetos de
infraestrutura. Os resultados apontam que se
faz necessário operar uma mudança de valores,
de objetivos e de práticas, reconfigurando estas
não como uma escrita ligada ao saber, mas sim
ao ser, na perspectiva de Irma Blank (2001).

Abstract:
The expansion of the economy
between 2003 and 2014 resulted in a significant
delivery of urban infrastructure - production from
the construction industry - in Brazilian cities in
response, mainly, to the demand generated from
major sporting events held in the country, such as the world cup in 2014 and the Olympic
Games of Rio de Janeiro in 2016. The present study intends to investigate whether it
is possible, based on recent experiences in the project management of infrastructure
projects, particularly in its part stakeholders management, use in a critical mode and in
favor of the production of an inclusive city, the technical knowledge incorporated in the
project management as a management system and for this purpose it is proposed to
understand the institutional path taken in the construction of the urban infrastructure in
order to enable the empowerment of the society side among the stakeholders ´system.
The research strategy adopts three analytical cuts, namely: (i) the socioeconomic
and political context in which the movements of infrastructure production take place;
(ii) the use of infrastructure in the construction of the city image compatible with the
dominant ideological framework, and (iii) the typically capitalist modus operandi, how
the project management of infrastructure projects are operated and implemented. The
results point out that it is necessary to operate a change of values, goals and practices,
reconfiguring these not as a writing linked to knowledge, but to being, in the perspective
of Irma Blank (2001).
