GASTOS EM SAÚDE NA REGIÃO METROPOLITANA DE MARINGÁ: UM ESTUDO SOBRE A APLICAÇÃO E ÁREAS DE PRIORIDADES NO ORÇAMENTO PÚBLICO
Este estudo realiza uma análise do orçamento da saúde na região metropolitana de Maringá, a partir do objetivo de averiguar os gastos na área da saúde a partir do planejamento e execução orçamentária em termos de destinação de recursos e nas áreas, os valores e subfunções prioritárias. Como base teórica, contempla o sistema de saúde pública do Brasil, o planejamento e orçamento municipal, e, alguns estudos empíricos relacionados ao tema. Os procedimentos metodológicos utilizados se caracterizam como sendo pesquisa de natureza descritiva, de forma aplicada, analisada qualitativamente e quantitativamente, com uso de técnicas bibliográficas, documentais e ex-post facto realizada em ambiente de campo. Elegeu-se como objeto de estudo o orçamento da saúde da região metropolitana de Maringá, composta por 26 municípios, contemplando os anos de 2015 a 2020. Os dados são provenientes de documentos públicos da saúde, a partir do Relatório Resumido da Execução Orçamentária (RREO), divulgados no site Tribunal de Contas do Estado do Paraná. Os resultados apontaram que as subfunções Assistência Hospitalar e Ambulatorial e Atenção Básica foram as que mais receberam recursos e Alimentação e Nutrição a menos comtemplada; destaca-se os municípios de Maringá e Sarandi que mais ocorrências tiveram; os demais municípios tiveram menor destaque na média de gastos absolutos, porém, quando da averiguação per capita, alguns se manifestaram mais expressivos, com alternância no ranqueamento.

Abstract:
This study performs an analysis of the health budget in the metropolitan region of Maringá, from the objective of ascertaining expenditures in the health area from the planning and budget execution in terms of allocation of resources and priority areas, values and sub-functions. As a theoretical basis, it includes the public health system in Brazil, municipal planning and budget, and some empirical studies related to the topic. The methodological procedures used are characterized as being descriptive research, in an applied way, analyzed qualitatively and quantitatively, using bibliographic, documentary and ex-post facto techniques carried out in a field environment. The health budget of the metropolitan region of Maringá was chosen as the object of study, comprising 26 municipalities, covering the years 2015 to 2020. The data come from public health documents, from the Summary Report of Budget Execution (RREO ), published on the website of the Court of Accounts of the State of Paraná. The results showed that the Hospital and Outpatient Care and Primary Care subfunctions were the ones that received the most resources and Food and Nutrition the least covered; the municipalities of Maringá and Sarandi stand out with the most occurrences; the other municipalities were less prominent in the average of absolute expenditures, however, when the per capita investigation was carried out, some were more expressive, with alternating rankings.
