Abstract: The way in which purchases are made for the operation and maintenance of public administration occurs, according to the legislation, based on bidding processes. Bearing in mind that the public administration does not have the autonomy to enter into purchase, sale and service contracts, as it does not work with its own or available resources, but with public resources. The research aimed to describe the total amounts spent on bidding processes in the period from 2017 to 2021 and the amounts spent to face Covid-19 in 2020 and 2021 in the ten largest municipalities in the state of Paraná. For that, a descriptive, applied, qualitative, documental and ex-post-facto research was carried out. Data collection covered the period from 2017 to 2021, with data published on municipal transparency portals being collected. During the analyzed period, the municipalities of Curitiba, Londrina, Maringá and São José dos Pinhais stood out as the biggest investors in bids. The municipalities that stood out the least were Colombo, Guarapuava and Paranaguá, which had investments well below the average of the other municipalities studied. An interesting finding is that virtually all municipalities show an increase in resources applied to tenders in the years 2020 and 2021, which makes the main point of the research assertive, that there really was an impact on investments in tenders during the coronavirus pandemic. These increases in spending are easy to see in four municipalities in Paraná: Curitiba, Londrina, Maringá and Foz do Iguaçu.
