FÓRUNS REGIONAIS DE GOVERNO: A PARTICIPAÇÃO COMO PRERROGATIVA DE PLANEJAMENTO E CONTROLE SOCIAL EM MINAS GERAIS
A gestão do governador Fernando
Pimentel em Minas Gerais propôs nova divisão
do estado em 17 Territórios de Desenvolvimento
e instituiu, em cada um deles, os Fóruns
Regionais, que são espaços amplos de
participação social, nos quais a população foi
convidada a expor quais eram as necessidades
de seu Território e essas informações passaram
a balizar os instrumentos de planejamento do
Estado. Além disso, foram eleitos nos Fóruns
Regionais, representantes da sociedade civil,
prefeitos e vereadores, que juntamente aos
representantes regionais de governo, compõem
o Colegiado Executivo, que tem o papel de
exercer o controle social no seu Território. Dessa
forma, o presente artigo busca demonstrar que
é possível realizar controle social por meio
dos Fóruns Regionais e, para isso realizouse
uma pesquisa descritiva, além de pesquisa
bibliográfica e análise de dados qualitativos.
Conclui-se que diversas ações estão sendo
realizadas nos Fóruns Regionais, tornando
esse, um instrumento de controle social em
Minas Gerais, uma vez que cria meios não
só de participação da sociedade no processo
decisório do governo, bem como estimula o
acompanhamento e a fiscalização das ações
pactuadas.

Abstract:
The administration of governor
Fernando Pimentel in Minas Gerais proposed a
new division of the state into 17 Development
Territories and instituted, in each of them, the
Regional Forums, which are broad spaces of
social participation, in which the population
was invited to explain what were the needs
of its Territory, and this information began
to mark the instruments of state planning.
In addition, representatives of civil society,
mayors and councilors were elected at the
Regional Forums, which together with the
regional government representatives make up
the Executive Collegiate, which has the role of
exercising social control in its Territory. Thus,
the present article seeks to demonstrate that
it is possible to carry out social control through
the Regional Forums and, for this purpose, a
descriptive research was carried out, as well
as bibliographic research and qualitative data
analysis. It is concluded that several actions
are being carried out in the Regional Forums,
making it an instrument of social control in Minas Gerais, since it creates means not
only for the participation of society in the decision-making process of the government,
as well as stimulates the monitoring and supervision of the agreed actions.
