Abstract: This chapter aims to discuss the implications of public policy formulation in the context of Vocational Education, from the perspective of the labor relations of vulnerable populations, seeking, in light of historical-dialectical materialism, to explore the categories of contradiction and mediation. This research is characterized as qualitative in nature, exploratory-descriptive in nature, and its procedures include bibliography, critical literature review, and documentary analysis related to the Manuel Querino Social and Professional Qualification Program (PMQ). Data mapping was performed using Brazilian Digital Legislation and the official websites of the IBGE, the Demographic Census, and the School Census (INEP). Authors such as Azevedo (2004), Belloni (2007), Frigotto (2006), Harvey (2016), Kuenzer (2011), Moura (2016), Pedoni (1986), and Wu et al. (2014) provided the theoretical framework for the academic work presented here in chapter form. In a capitalist society with neoliberal ideology, in a scenario of labor deregulation, vulnerable populations, despite being included in public policy formulation, are the most exploited and excluded from the political, economic, and social landscape. We conclude that public policy formulation, through public administrators, is rife with irrationality, inconsistencies, and fragmentation. The PMQ, although based on social policy principles, during its implementation, provides training for the world of work, offering FIC courses to its target audience based on the logic of capital, which weakens the effectiveness of the program, especially with regard to emancipatory training processes and social transformation.
