Abstract: This study focused on the application of universal principles in return and relocation plans, exploring their relationship with the ethnic protocol, with a specific focus on the Bajo Jagua community in Tumaco. It represents an uncommon research effort addressing a gap in the existing literature. Using the complete census of the community as a sample, the study sought to analyze the evolution of these principles in return and relocation plans and assess their appropriateness in the context of the ethnic protocol. The results reveal that universal principles provide a fundamental basis for support in these communities, establishing essential parameters. However, it is highlighted that the principle of security represents a significant challenge in the Bajo Jagua community, largely due to the history of conflicts in the municipality of Tumaco. This finding underscores the critical importance of addressing and ensuring security to achieve the sustainability and viability of return and relocation programs in the Nariño region. This study addressed a fundamental yet poorly understood aspect of return and relocation plans, emphasizing the relevance of considering the historical and social context in the implementation of these programs in communities affected by armed conflict. The results offer valuable insights for future research and for the improvement of policies and practices in this field.
