FINANCIAMENTO DA EDUCAÇÃO SUPERIOR VERSUS ORÇAMENTOS PÚBLICOS: UMA ANÁLISE DOS ORÇAMENTOS DAS UNIVERSIDADES ESTADUAIS BAIANAS
O artigo tem por objetivo apresentar estudo sobre o financiamento da
educação superior pública na Bahia evidenciando como a Educação insere-se na
estrutura das Leis Orçamentárias Anuais do Estado da Bahia no período de 2014
a 2016. Para esse fim, fizemos uma revisão dos aspectos relativos aos
orçamentos públicos em educação, levantamos e analisamos os dados sobre a
evolução dos recursos alocados às Universidades Estaduais Baianas (UEBA). O
tema insere-se no campo da política educacional e, mais especificamente, aos
estudos sobre o financiamento da educação superior, buscando apresentar dados
acerca da alocação dos recursos públicos diretos destinados aos orçamentos das
Universidades Públicas Estaduais Baianas. Apresenta resultados preliminares de
estudos exploratórios, bibliográficos e documentais. Os dados evidenciam um
cenário de grandes desafios para as Instituições Estaduais Públicas de Educação
Superior no que se refere ao modelo de financiamento e aos recursos
orçamentários frente a elevada prevalência dos desembolsos com pessoal e
encargos, estagnação dos recursos alocados às outros custos correntes e
consequentemente, à baixa capacidade de investimentos.

Abstract:
The purpose of this article is to present a study on the financing of public
higher education in Bahia, highlighting how Education is part of the structure of the
Annual Budget Laws of the State of Bahia from 2014 to 2016. To that end, we have
reviewed the aspects of public budgets in education, we raise and analyze the data
on the evolution of the resources allocated to the Bahia State Universities (UEBA).
The theme is inserted in the field of educational policy and, more specifically, studies
on the financing of higher education, seeking to present data on the allocation of
direct public resources destined to the budgets of the State Public Universities of
Bahia. It presents preliminary results of exploratory, bibliographic and documentary
studies. The data show a scenario of great challenges for the State Public Institutions
of Higher Education regarding the financing model and budgetary resources in view
of the high prevalence of disbursements with personnel and charges, stagnation of
resources allocated to other current costs and, consequently, low investment
capacity.
