FERRAMENTAS E TÉCNICAS DE GERENCIAMENTO DE PROJETOS APLICADAS NA GESTÃO DA SEGURANÇA E SAÚDE DO TRABALHO NA INDÚSTRIA DA CONSTRUÇÃO CIVIL
As medidas e ações voltadas para a
promoção da Segurança e Saúde no Trabalho
(SST) possuem grande relevância no âmbito
jurídico, social e econômico, e o aprimoramento
dos Sistemas de Gestão em SST (SGSST) nas
organizações pode ser alcançado com auxílio
de estudos e pesquisas que indiquem medidas
apropriadas às especificidades de cada ramo de
atividade. Na indústria da construção, constatase
que os principais fatores que dificultam a
gestão da SST é a terceirização dos serviços
e o grau de instrução dos trabalhadores,
sendo necessário um método adequado de
gerenciamento dos recursos humanos, das
partes interessadas e da comunicação, para
maior eficiência das medidas preventivas.
Neste contexto, o objetivo do presente trabalho
é contribuir para o melhoramento dos SGSST
no referido setor, ressaltando as vantagens e
os benefícios resultantes do investimento em
qualidade de vida no trabalho. A partir de uma
pesquisa descritiva, qualitativa e exploratória,
realizada por meio de levantamentos
bibliográfico e documental, verificou-se que,
não obstante a extensa legislação e normas
preventivas e repressivas, e, a despeito de
existirem modelos de sistema de gestão em
SST, o índice de acidentes na indústria da
construção ainda é elevado, os quais geram
altos custos para as empresas que atuam no
setor, além outras consequências negativas
para os empregadores, empregados e para
a sociedade em geral. Portanto, o uso de
ferramentas e técnicas de gerenciamento de
projetos, apropriadas às especificidades do
referido setor, mostra-se de grande valia na
prevenção de riscos, melhorando, assim, o
meio ambiente de trabalho.

Abstract:
Measures and actions aimed at
promoting Safety and Healthy at Work (known
in Brazil by the Portuguese acronym SST)
have great relevance in the social, economic
and law sphere, and the improvement of the
Management Systems in SST (OSH, known in
Brazil by the Portuguese acronym SGSST) in
organizations can be reached with the help of
studies and research, that indicate measures
appropriate to the specificities of each branch
of activity. In the construction industry, it is seen
that, the main factors that make it difficult the
management of health and security at work, is the outsourcing of services, and the
level of education of workers, being necessary an adequate method of management
of human resources, stakeholders and communication, to make preventive measures
more efficient. In this context, the aim of this study is to contribute to the improvement
of the SGSST, already used in this sector, highlighting the advantages and benefits,
resulting from investment in the quality of life at work. From a descriptive, qualitative
and exploratory research, carried out by means of bibliographic and documentary
surveys, it was found that, in despite of the extensive legislation and preventive and
repressive rules, and, despite the existence of system models of management in SST,
the index of accidents in the construction industry is still high, which generates high
costs for the companies that operate in the sector, in addition to the other negative
consequences for employers, employees and society in general. Therefore, the use
of project management tools and techniques, appropriate to the specificities of this
sector, shows to be of great value in the prevention of risks, thus improving the working
environment.
