FATORES DETERMINANTES DA EFICIÊNCIA NA GESTÃO DA SAÚDE DOS MUNICÍPIOS DE RONDÔNIA EM TEMPO DE PANDEMIA
O objetivo principal deste estudo é verificar os fatores determinantes da eficiência na gestão da saúde dos municípios rondonienses. A população caracterizou-se pelo censo, pois foram analisados todos os 52 municípios. O preparo metodológico foi pela abordagem quantitativa, com modelagem Análise Envoltória de Dados. Na primeira etapa, foi usado o modelo BCC orientado a inputs; na segunda, adotou-se o modelo de regressão linear clássico e o generalizado Gamma, via stepwise. A maior parte dos municípios (54%) apresentou Ineficiência Forte. Aqueles que apresentaram nível máximo, como benchmarkings, foram Alto Paraíso, Buritis e Porto Velho. O modelo validado proporciona novas eficiências anuais a partir dos fatores: Índice de Desempenho Fiscal, Produto Interno Bruto (PIB) per capita e população.

Abstract:
The main objective of this study is to verify the determinants factors of the efficiency in the health management of the municipalities of Rondônia, Brazil. The population was characterized as a census, as all the 52 municipalities were analyzed. The methodology was based on a quantitative approach, using the Data Envelopment Analysis model. In the first stage, the input-oriented BCC model was used; in the second, the classic linear regression model and the generalized Gamma model were adopted, via stepwise. Most of the municipalities (54%) presented a Strong Inefficiency. Those at a high level, as benchmarks, were Alto Paraíso, Buritis and Porto Velho. The validated model offers new annual efficiencies based on the factors: Fiscal Performance Index, Gross Domestic Product per capita and population.
