FÁRMACOS E MEDICAMENTOS: DINÂMICA PRODUTIVA E AS POLÍTICAS PÚBLICAS DE APOIO NO PERÍODO RECENTE
O objetivo do presente trabalho é analisar as características das políticas de apoio ao sistema produtivo de fármacos e medicamentos brasileiro no período recente, além disso, discute-se o atraso tecnológico como sendo resultado do baixo investimento em pesquisa, desenvolvimento e inovação (PD&I). Assim, com base no referencial teórico neo-schumpeteriano sobre a política de desenvolvimento e inovação, analisaram-se as principais políticas públicas brasileiras de apoio, a partir da perspectiva de construção institucional de instrumentos e mecanismos legais e de implementação de ações de incentivo ao sistema produtivo. Realizou-se pesquisa de caráter exploratório, baseado na revisão de bibliografia especializada sobre os aspectos mais relevantes das políticas públicas, que incluíram diferentes fontes para o processo analítico como: textos de discussão, dados oficiais, dissertações e teses, que permitiram compreender a indústria brasileira de fármacos e medicamentos. Percebeu-se que a aplicação da política possui certas insuficiências que limitam seu poder de intervenção sobre os esforços inovativos do sistema produtivo, especialmente relacionados com a complexidade da articulação entre os fundamentos da política e seus instrumentos. Enfim, concluiu-se que as políticas com maior impacto sobre sistema produtivo de fármacos e medicamentos foram o PROFARMA, ANVISA, Farmácia Popular, as Margens de Preferência e as Parcerias de Desenvolvimento Produtivo (PDP). No entanto, apesar da implementação destas e outras medidas, não houve grandes resultados, visto que não se conseguiu atender todas as vulnerabilidades existentes. Destarte, todas as políticas públicas adotadas nos últimos anos tiveram sua importância não devendo ser ignorados.

Abstract:
The objective of this study is to analyze the characteristics of the policies of support to the Brazilian productive system of drugs and medicines in the recent period, in addition, the technological delay is discussed as a result of low investment in research, development and innovation (RD & I). Thus, based on the neo-Schumpeterian theoretical referential about the development and innovation policy, analyzed the main Brazilian public policies of support, from the perspective of institutional construction of legal instruments and mechanisms and of the implementation of the incentive actions to the system productive. Exploratory research was carried out, based on the review of specialized bibliography on the most relevant aspects of public policies, which included different sources for the analytical process, such as: discussion texts, official data, dissertations and theses, which allowed to understand Brazilian industry of drugs and medicines. It was perceived that the application of the policy has certain inadequacies that limit its power of intervention on the innovatives efforts of the productive system, especially related with the complexity of the articulation between the fundamentals of the policy and its instruments. Anyway, it was concluded that the policies with greater impact on the drugs and medicines productive system were PROFARMA, ANVISA, Popular Pharmacy, the Margins of Preference and the Productive Development Partnerships (PDP). However, despite the implementation of these and other measures, there were no great results, since all the existing vulnerabilities could not be addressed. Thus, all the public policies adopted in recent years have had their importance and should not be ignored.
