EXPANSÃO DO ENSINO SUPERIOR PARA CUMPRIMENTO DA META 12 DO PLANO NACIONAL DE EDUCAÇÃO NO BRASIL E NO ESTADO DE SÃO PAULO
No presente trabalho foram levantados dados sobre a expansão do ensino superior brasileiro para atendimento da meta 12 do Plano Nacional de Educação (PNE), visando contribuir para o estabelecimento de políticas públicas que possam estar em sintonia com o disposto na legislação em vigor. Para isso, foram utilizados os dados disponibilizados pelo INEP e projeções populacionais do IBGE e calculada a expansão já realizada e aquela que ainda deverá ocorrer nos próximos anos para cumprimento da meta. Os resultados revelaram que, passados praticamente 6 anos, foram criadas apenas pouco mais de 30% das matrículas que seriam necessárias ao cumprimento da meta relativa às Taxas de Matrícula e que o sistema público tem tido uma expansão da ordem de 13% em relação ao total, longe, portanto, dos 40% estabelecidos. Finalmente, o estudo apresenta os dados relativos ao estado de São Paulo, cuja situação é um pouco mais confortável que a média do país, mas também distante do cumprimento da meta. Além disso, os dados revelam que a expansão se dá de forma a aproveitar a estrutura das instituições existentes, sem levar em conta as diferenças de população e escolaridade das regiões administrativas que formam o estado, revelando que a atual expansão não vem ocorrendo de modo proporcional à população dessas regiões.

Abstract:
In this study were collected the data on the expansion of Brazilian higher education to meet goal 12 of the National Education Plan (PNE), in order to contribute to the establishment of public policies that may be in line with the provisions of current legislation. For this purpose, the data provided by INEP and Ibge population projections were used and the expansion already carried out was calculated and the one that is expected to occur in the coming years to reach the goal. The results showed that, after almost 5 years were create just over 30% of the enrollments that would be required to achieve the expected Schooling Rates and that the public system has expanded by 13% in relation to the total, far from the 40% established. Finally, the study presents data related to the state of São Paulo whose situation is slightly more comfortable than the country’s average, but also far from meeting the target. In addition, the data reveal that the expansion takes place in order to use the structure of the existing institutions, without taking into account the differences in population and schooling of the administrative regions that make up the state, revealing that the current expansion has not been occurring proportionally to the population of these regions.
