EVOLUÇÃO DA POLÍTICA PÚBLICA DE CIÊNCIA, TECNOLOGIA E INOVAÇÃO NO BRASIL
No cenário econômico e político de grande instabilidade que o Brasil vive atualmente, nada mais necessário do que analisar mecanismos que possam propiciar formas de reencontrar o rumo do desenvolvimento. Dentre esses, torna-se mister investigar as fontes de fomento à Ciência, Tecnologia e Inovação (CT&I), bem como as Políticas Industriais de incentivo aos mecanismos de tecnologia e inovação, além de considerar a importância da propriedade intelectual como forma de proteção ao conhecimento gerado. Em relação à metodologia utilizada, a pesquisa teve caráter exploratório, com abordagem de natureza qualitativa, utilizando revisão bibliográfica acerca do assunto. Por intermédio do estudo, foi possível concluir que a política industrial brasileira, que se constitui em alavanca de desenvolvimento econômico e elemento chave para a proteção à propriedade intelectual é ainda bastante incipiente no país e muito vulnerável em relação às transições políticas.

Abstract:
In the economic and political scenario of great instability that Brazil currently lives, nothing more is needed than analyzing mechanisms that may provide ways to rediscover the course of development. Among these, it is necessary to investigate the sources of promotion to Science, Technology and Innovation (STI), as well as the Industrial Policies to encourage the mechanisms of technology and innovation, as well as to consider the importance of intellectual property as a form of knowledge protection generated. Regarding the methodology used, the research was exploratory, with a qualitative approach, using a bibliographic review about the subject. Through the study, it was possible to conclude that the Brazilian industrial policy, which constitutes a lever of economic development and a key element for the protection of intellectual property is still very incipient in the country and very vulnerable in relation to the political transitions.
