ESTUDO METODOLÓGICO DE REABILITAÇÃO URBANA_A DEFINIÇÃO DE DIRETRIZES E ESTRATÉGIAS PARA CIDADE DE JOINVILLE-SC
Este trabalho analisa os fatores
de esvaziamento, degradação e falta de
vitalidadade urbana que ocorrem nos centros
urbanos e os possíveis processos de intervenção
que podem articulara recuperação dessas
áreas a partir da proposição de estratégias
e diretrizes de intervenção. Grande parte
das intervenções em áreas urbanas indicam
a preocupação com a expansão linear das
cidades enquanto os centros, e a infraestrutura
existente, ficam ociosos. Esse espraiamento
está relacionado com o custo da implantação
de nova infraestrutura que acompanhe esse
crescimento e com a perda da identidade
de áreas que, muitas vezes, fazem parte da
ocupação original da cidade. Representativo
desse processo, o presente trabalho traz como
alvo de estudo o Bairro Centro do município
de Joinville-SC. Tem como objetivo identificar
e espacializar aspectos da perda da dinâmica
socioeconômica/cultural e da fragilidade de
interação e vitalidade urbana característicos da
área, partindo da realização de um diagnóstico,
confecção de mapas temáticos e sínteses. Como
resultado, há a elaboração de uma tabela de
condicionantes, deficiências e potencialidades
(CDP). Esta, subsidia a elaboração de possíveis
ações e a construção de uma matriz de níveis
de compatibilidade sob a ótica de diferentes
áreas do planejamento e desenho urbano,
convergindo para a sistematização de diretrizes
para um projeto.

Abstract:
This paper analyzes the factors of
urban emptying, degradation and lack of vitality
that occur in urban centers and the possible
intervention processes that can articulate the
recovery of these areas through the proposition
of strategies and intervention guidelines. Most
interventions in urban areas indicate concern
about the linear expansion of cities while
the centers and the existing infrastructure
are idle. This spreading is related to the
cost of implementing new infrastructure that
accompanies this growth and the loss of identity
of areas that are often part of the city’s original
occupation. Representative of this process, the
present study is aimed at the Center District of
the city of Joinville-SC. It aims to identify and
spatialize aspects of the loss of socioeconomic
/ cultural dynamics and the fragility of urban interaction and vitality characteristic of the
area, starting with a diagnosis, thematic maps and synthesis. As a result, there is a list
of conditions, deficiencies and potentialities (CDP). This, subsidizes the elaboration
of possible actions and the construction of a matrix of levels of compatibility from
the perspective of different areas of urban planning and design, converging to the
systematization of guidelines for a project.
