ESTRUTURA E MANUTENÇÃO DAS VIAS PÚBLICAS DE PARNAÍBA: IMPACTOS DO ESCOAMENTO DA ÁGUA PLUVIAL
A pesquisa desenvolvida tem como objetivo principal analisar os impactos causados pela falta de manutenção e inadequação da estrutura das vias públicas de Parnaíba-PI. A pesquisa relata os princípios constitucionais desenvolvidos para amparar a obrigatoriedade da gestão municipal em preocupar-se com a estrutura e manutenção das vias públicas da cidade. Retrata ainda os problemas enfrentados pela população quando não há essa gestão municipal bem implementada e como poderiam ser resolvidos tais problemas derivados da má administração da infraestrutura. Nesse sentido, o estudo questiona: A manutenção e infraestrutura das vias públicas de Parnaíba estão de acordo com o previsto na lei? Esse artigo foi elaborado utilizando pesquisas bibliográfica e documental no que tange aos seus procedimentos. Conclui-se que a ineficiência na gestão municipal impacta diretamente no escoamento das águas pluviais, retratando de modo recorrente os transtornos provenientes desse cenário histórico no município.

Abstract:
The main objective of this research is to analyze the impacts caused by the lack of maintenance and inadequate structure of the public roads of Parnaíba-PI. The research reports the constitutional principles developed to support the obligation of municipal management to be concerned with the structure and maintenance of the city's public roads. It also portrays the problems faced by the population when such municipal management is not well implemented and how such problems arising from poor infrastructure management could be solved. In this sense, the study asks: Are the maintenance and infrastructure of Parnaíba public roads in accordance with the law? This article was prepared using bibliographical and documentary research regarding its procedures. It is concluded that inefficiency in municipal management directly impacts the runoff of rainwater, recurrently portraying the disturbances arising from this historical scenario in the municipality.
