ESTRATÉGIAS, IMAGENS E IMAGINÁRIOS ATUANTES NOS DISCURSOS POLÍTICOS REFORMISTAS EDUCACIONAIS EM MINAS GERAIS (1891-1906)
RESUMO: Pretendemos trazer à superfície a ideia de uma cultura política que foi ganhando forma ao longo dos primeiros anos republicanos em Minas Gerais, tendo nas reformas da educação pública, profissional em particular, o lócus de percepção e de criação de um sistema representativo de normas e valores republicanos. A educação pública, nos primeiros anos republicanos entrelaçava projetos de sociedade e de educação onde a escola pode ser encarada como vetor social, tornando-se responsável pela integração de múltiplos referenciais culturais, bem como pelo estabelecimento das normas e valores determinantes da representação que a sociedade irá fazer de si mesma. Tais projetos são, portanto, projetos de uma política republicana onde residia também a preocupação com o trabalhador brasileiro - assalariado e moderno – em detrimento da antiga força de trabalho escrava com o fim de solucionar vários problemas sociais e culturais, bem como econômicos e políticos. Os Anais do Congresso Mineiro, lugar do legislativo republicano no Estado, onde as reformas da educação pública mineira foram debatidas, organizadas e legisladas, mostram-se como lócus privilegiado para investigação. Tomaremos os estudos de Serge Berstein sobre a cultura política, pelo fato de ser uma chave de leitura do discurso dos legisladores, que é um discurso político e os estudos de Patrick Charaudeau sob a análise do discurso político onde observaremos o domínio da prática social na qual se moveu este discurso, bem como onde as ideias e opiniões circulam. Tal posicionamento metodológico torna possível entender o universo das representações, sob a ótica das estratégias, imagens e imaginários sócio-discursivos que sustentam as proposições políticas em determinados discursos. No ato de linguagem que é o discurso político que busca influenciar o outro, encontramos aquilo que está nas minúcias; um lócus de percepção de criação de um sistema representativo de normas e valores republicanos.

Abstract:
With this work we intend to bring to the surface the idea of a political culture that was taking shape throughout the first republican years in Minas Gerais, having in the reforms of public education, professional in particular, the locus of perception and creation of a system representative of republican norms and values. Public education, in the early republican years, intertwined projects of society and education where the school can be seen as a social vector, becoming responsible for the integration of multiple cultural references, as well as for the establishment of the norms and values that determine the representation that society will do of itself. Such projects are, therefore, projects of a republican policy where there was also a concern for the Brazilian worker - wage and modern - to the detriment of the former slave labor force in order to solve various social and cultural, as well as economic and political problems. The Annals of the Minas Gerais Congress, the place of the Republican legislature in the State, where the reforms of public education in Minas Gerais were debated, organized and legislated, show themselves as a privileged locus for investigation. We will take the studies of Serge Berstein on political culture, because it is a key to reading the discourse of legislators, which is a political discourse and the studies of Patrick Charaudeau under the analysis of political discourse where we will observe the domain of social practice in which this speech moved, as well as where ideas and opinions circulate. Such methodological positioning makes it possible to understand the universe of representations, from the perspective of socio-discursive strategies, images and imagery that support the political propositions in certain speeches. In the act of language that is the political discourse that seeks to influence the other, we find what is in the minutiae; a locus of perception of the creation of a representative system of republican norms and values.
