ENTRE O PROTAGONISMO JUVENIL E A TUTELA DA JUVENTUDE: POSSIBILIDADES DA PARTICIPAÇÃO E SUBJETIVAÇÃO POLÍTICA
O texto a seguir tem como
objetivo problematizar as possíveis formas
de participação política de jovens, em meio
às convocatórias para o protagonismo juvenil
e os consequentes processos de tutela que
podem ser operados nesta relação. Nas
últimas décadas os jovens estiveram no rol
das populações que são alvo de intervenções
públicas e privadas. Há, portanto, lógicas
que ora colocam os jovens em uma posição
de foco de atenção – com atributos positivos
de mudança social – ora em uma posição de
“problema social”, com atributos de desvio
e marginalidade. Assim, as argumentações
deste capítulo intentam trazer reflexões acerca
da participação social como possibilidade de
subjetivação política, mais especificamente
com relação a jovens organizados em rede.
Como recorte, apresentaremos a experiência
de jovens que vivem com HIV/Aids e
organizam seu movimento no cenário político
de enfrentamento à epidemia. As redes de
articulação de ações coletivas tem relevante
potencial no sentido de fomentar a participação
política, pois em meio às diferentes vivências
e práticas das juventudes, a identidade do
grupo enquanto rede, impulsiona movimentos
de atuação no âmbito político. Desta forma,
torna-se possível problematizar, em que
medida a participação dos jovens no cenário
político é convocada, assumida ou tutelada.
Assim, espera-se romper com a reprodução
de modelos pautados na lógica adultocêntrica,
com a ideia de um ativismo aprendido e um
“tutelamento autorizado”, fortalecendo as bases
da ação política que se produz no cotidiano e
que pode reinventar a política.

Abstract:
The following text has as objective
to problematize the possible forms of political
participation of young people, in the middle
of the calls for the youth protagonism and the
consequent processes of guardianship that can
be operated in this relation. In the last decades
the young people have been on the list of the
populations that are target of public and private
interventions. There are, therefore, logics that
sometimes put young people in a position
of focus of attention - with positive attributes
of social change - sometimes in a position of
“social problem”, with attributes of deviation and marginality. Thus, the arguments of
this chapter try to bring reflections about social participation as possibility of political
subjectivation, more specifically with regard to young people organized in a network.
As a clipping, we will present the experience of young people living with HIV / AIDS
and organize their movement in the political scenario of coping with the epidemic. The
networks of articulation of collective actions have relevant potential in the sense of
fostering political participation, because in the midst of the different experiences and
practices of youth, the identity of the group as a network, impels movements of action
in the political sphere. In this way, it becomes possible to question, to what extent
the participation of young people in the political scenario is summoned, assumed
or supervised. Thus, it is hoped to break with the reproduction of models based on
adult-centric logic, with the idea of a learned activism and an “authorized tutelage”,
strengthening the bases of the political action that takes place in the daily life and that
can reinvent politics.
